This request for expression of interest follows the General Procurement Notice for this project that appeared in the dgMarket web site, issue No. 1688882 of March 20th, 2007.

The Lagos State Government (LASG) through the Federal Government of Nigeria has obtained a credit from the International Development Association (IDA) of the World Bank Group to support the implementation of the Lagos Metropolitan Development and Governance Project (LMDGP). The goal of LMDGP is to increase sustainable access to basic urban services through investments in critical infrastructure in nine (9) slums communes of Lagos State. These Slum Communities are Agege, Ajegunle, Amukoko, Badia, Iwaya, Makoko, Ilaje, Bariga and Ijeshatedo/ Itire.

The Lagos Metropolitan Development and Governance Project intend to apply part of the proceeds of the credit to payments for the assignment/services described below:

For the basic urban service provided under the LMDGP to be sustained, it is critical processes that continue to build and sustain “ownership” of public infrastructure throughout the implementation period are facilitated. These processes must ensure the support of key stakeholders and minimize opposition, through promotion of dialogue and consensus building, so conflicts are proactively mitigated, and solutions wherein stakeholders under peer pressure to show tolerance and “adjust a little’ for the good of the community, begin to surface. The processes must catalyze broad based partnerships with virtually all citizens and institutions so that they can collaborate to play positive roles. But promotion of dialogue cannot be done in a vacuum – people must have access to information presented in a way that is appropriate for the target audience, otherwise meaningful participation is not possible, and the objectives of the communications and participation program will not be achieved.

The services to be provided, therefore, include among many others, promoting a culture of sustainability, ensuring effective inter-agency communication and building of stakeholders’ trust, buy-in and ownership of the project to positively affect the lives of the citizens.

The Lagos Metropolitan Development and Governance Project now invite eligible Individual Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services through their Curriculum Vitae (Qualifications, description of similar assignments, experience in similar conditions etc)

The Individual Consultant is required to have minimum of a Masters degree Communications, Public Affairs, Journalism or other related Meld; plus a minimum of at least 7 years of relevant professional experience such as media relations, stakeholder engagement and public consultation. OR equivalent combination of education and experience with an in-depth knowledge of Lagos and development issues of slums in the metropolitan area, or some other comparable large city-region.

Service Contract for Obiafu / Obrikom Gas Plant

Introduction:

Nigerian Agip Oil Company Limited (NAOC) intends to put in place a Global Maintenance Contract for Obiafu /Obrikom Gas Plant.

Scope of Work:

The scope of the Global Maintenance Service contract is to ensure the optimum level of equipment reliability and availability, equipment performances and efficiency, and equipment status preservation.

The equipment subject to maintenance are located in the Oil and Gas Gathering and Separation Station of Obiafu/Obrikom Gas Plant, owned and operated by Company.

Contractor shall carry out all the activities within the established workflow for the following maintenance types:

  • Preventive Maintenance.
  • Predictive Maintenance.
  • Corrective maintenance.
  • Improvement and Modifications.
  • Extraordinary Maintenance.

Contractor shall conform to ISO 9000 series International Standard. All the activities shall be carried out with minimum impact on the environment and maximum care of health and safety of all concerned, directly or indirectly, with the activities.

List of Equipment:

Among the list of equipment present in the Gas Plant are: Oil and Gas piping manifolds, Oil and Gas Separation Vessels, Oil Stabilization Units, Gas dehydration units, Oil Pumping and Metering Units, Oil Delivery Units, Molecular Sieves, Steam Generation Units, Propane Refrigeration Units, NGL Storage and Recovery Units, Co2 Removal Unit, NGL Pumping and Metering Units, Effluent Treatment Unit, Fuel Gas Metering and units, Fire fighting Units, etc.

Proposed Time Schedule:

Proposed duration for the service shall be 2 years plus one year optional extension.

The service is for consulting supervision of contingent rehabilitation of distribution Network in two Water Distribution Areas of Lagos State. It is estimated that a maximum of 12-13 months of consulting services inputs will be required.

The Scope of work consists of Supervision of Contract

1. 18kms of Replacements, Strengthening and Extension of D.I/uPVC in Surulere and Shomolu Service Areas.

2.4kms Repairs on AC and uPVC pipes and 10 kms of repairs on service connections in the two Service Areas

Request for Expression of Interest for Consultancy Services to Conduct Final Evaluation of NECAIN Projects on HIV Prevention Care and Support and OVC

Background

The Network on Ethics, Human Rights, law HIV/AIDS, Prevention, Support and Care (NELA) is the recipient of USAID/PEPFAR Nigeria Award No 620-A-00-07-00211-00 signed on October 5th 2007 for the “Strengthening of Civil Society and Faith-Based Organizations, Capacity for effective response and HIV/AIDS, service delivery in Nigeria”. The project is titled NELA Consortium AIDS

Initiative in Nigeria (NECAIN).

NELA as the Prime Recipient (PR) works in partnership with 3 other Multiplier organizations:- Society for Women and AIDS in Africa Nigeria (SWAAN), Civil Society for HIV/AIDS in Nigeria (CisHAN North Central) and Federation of

Muslims Women Association of Nigeria (FOMWAN) to implement this project in all the 6 Geo-political zones in Nigeria

The states where the project is being implemented are: Osun, Edo, Ebonyi, Nasarawa, Kebbi, Jigawa, Borno, and Adamawa.

The current end-date is February 15,2011, Through this award, the USAID positively demonstrated its increasing vital role in impacting positively on HIV/AIDS epidemics in Nigeria, focusing on HIV Prevention, Mitigation of impact of HIV/AIDS and Strengthening the capacity of local organization to deliver quality services. A designated representative of the USAID was appointed by the USAID to provide technical and administrative oversight to the award.

2.       Project Objectives

To achieve the goals of the USAID’s support, NELA developed the following project objectives to guide the implementation of the NECAIN project.

  • To build the capacity of Multiplier Organizations (MOs), to provide management, technical and financial support to their local chapters NGOs/CBOs/FBOs, on HIV programing and service delivery.
  • To increase coverage and enhance the quality of civil society responses to HIV/AIDS at community levels.
  • To prevent HIV transmission among young people and couples.
  • To provide comprehensive and compassionate care and prevention services for orphans and vulnerable children.
  • To provide technical back stopping for the Federal Ministry of Women Affairs (FMWA) through familiarization of the State Ministries of Women Affairs (SMWA) in Borno, Nasarawa, Kebbi and Adamawa States and Civil Society Organizations (CSOs) with national level policies on OVC.
  • To provide technical support to SMWAs, and LGAs in the selected states for building their capacity to plan, manage, supervise, monitor, evaluate and strengthening of OVC service provision in their states,
  • To facilitate referral linkages of OVC identified in the states to ensure comprehensive services.
  • To improve the quality of life of people living with HIV, their families and communities.

3.  The project philosophy is guided by the principle that strengthening the capacity of the local organizations is necessary if they are to increase the coverage and the enhance the quality of their effectiveness in program delivery and therefore contribute to the desired impacts in the communities they serve in prevention, of HIV and care and support to those infected and affected by HIV, including children.

4.       Coverage of Project to be Evaluated

The NECAIN project is called out in 8 states viz Osun, Edo, Ebonyi, Nasarawa, Kebbi, Jigawa, Borno, and Adamawa, working with 24 NGOs/FBOs across the targeted states.

5.       Programmatic Structure

The program model provides organizational, programmatic and financial support through the NELA Project Coordinating Office (PCO) based in Ibadan to 3 Multiplier organizations, which in turn support 24 NGO/CBOs and FBOs based in the communities, to strengthen their internal organizational capacities so that they can improve services to target communities and beneficiaries,

The MOs are supported financially and technically as organizational development agents and capacity building support organizations by the PCO, to apply their expertise both with their NGOs/CBOs and within their own organizations, to make the desired impact in the communities.

6.       Organization Structure

Organizational development structure support to the MOs ensures that they meet international standards and best practices for Governance, policies and procedures, internal control system, accounting system, financial and grant management systems, and technical support delivery.

7.       Program Approach

Strengthening the capacity of the consortium members is a major component of the project. This is done through capacity building activities at the start of the project and through continuous technical support to the MOs throughout the life of the project, based on needs assessment carried out at the beginning of the project.
