Invitation for Pre-Qualification of Contractors for the Execution of Nigeria Customs Service 2012 Capital Projects

1. Introduction

The Nigeria Customs Service invites interested and reputable Contractors, Manufacturers and Suppliers with relevant experience to apply for pre-qualification for tender as a first step to the selection of suitable contractors:

 

2.       Description & Scope

(a)     Supply of Motor/Operational Vehicles

(b)     Office Equipment

(c)      Purchase/Construction of Office Building

(d)     Construction of other Buildings

(e)      Purchase/Construction of Staff Quarters.

(f)      Renovation/Rehabilitation of Offices

(g)     Renovation/Rehabilitation of Residential Quarters

(h)     Power Generating Plants/Equipment

(i)      Water Supply.

 

Pre-Qualification Requirements

To be considered for pre-qualification, interested contractors must submit the following:-

(a)     Evidence of company registration with Corporate Affairs Commission

(b)     Evidence of Current Tax Clearance Certificate for the last three (3) years

(c)      Evidence of having fulfilled all obligations in relation to Pension and Social Security contributions in accordance with the provision of the Pension Act 2004 and Section 16 (6)- (d) of the Procurement Act 2007

(d)     Clearance letter from Industrial Training Funds (ITF) Office in compliance with the provisions of the Industrial Training Fund (ITF) amendment Act 2011 Sections 6(i) (iii)

(e)      Evidence of VAT Registration, Remittance and Tax Identification Number (TIN)

(f)      Company Profile including key staff and strength

(g)     Details of Equipment where applicable

(h)     Name, address of Banker(s) and letter of Reference from Bank(s)

(i)      Verifiable details of similar contract previously executed in the last five (5) years including letters of Award, Agreement and Completion Certificate where applicable.

 

4. Submission of Pre-Qualification Documents

Pre-qualification documents must be appropriately prepared in hard copy and sent in a sealed envelope marked “Pre-Qualification   For Tender” and to reach the address below on or before Monday 7th May, 2012 by 4:00pm.

 

5.   Opening of Pre-Qualification

Applications received shall be opened publicly at 10:00am Tuesday 8th May 2012 at the address below.

 

6.       Please note that full tendering procedure will be provided only to Contractors that have been successfully pre-qualified.

2.       Pre-qualification Requirements:

Interested and competent contractors wishing to be pre-qualified must submit the following:

i)       Evidence of registration with the Corporate Affairs Commission;

ii)     Current Tax Clearance and VAT Certificates;

iii)     VAT Registration and evidence of remittance in the last three years;

iv)     Audited Accounts for the past three years;

v)     Company profile and organizational structure including names and resume of key contract staff with genuine reachable addresses and phone numbers (enclose photocopies of credentials);

vi)     Verifiable list of jobs successfully handled, stating the value in each case;

vii)    Evidence of financial capability to execute the project, including letter of

reference from a reputable bank;

viii)   Evidence of remittance of pension fund for staff of the company from      reputable Pension Funds Administrators;

ix)     A Sworn affidavit that no Board member of the University of Port Harcourt has vested interest in the company;

x)      A Sworn affidavit that none of the Directors has been convicted in any country of any criminal offence;

 

3.       Collection of Pre-Qualification Form

The pre-qualification forms should be collected in the office of the Director, Department of Physical Planning & Development, Senate Building, Permanent Site. Only those pre-qualified will be required to pay the relevant non-refundable fee only, in Bank draft to the Bursary Department.

 

Those who have earlier been pre-qualified for the Construction of Block of Lecture Halls should not apply.

 

4.    Submission of Documents

The pre-qualification documents must be returned in sealed, tamperproof envelopes, marked:

“Pre-Qualification for [relevant project]”

Invitation to Pre-Qualification

The Waziri Umaru Federal Polytechnic Birnin Kebbi in its desire to further enhance effective learning environment wishes to embark on the construction of the Department of Building Technology and construction of access roads under the 2012 proposed capital appropriation for the institution.

 

1.       Scope of Work:

The project are aimed at realizing the target of moving the College of Environmental Studies to Gesse campus of the Institution.

 

i.        LOT A. Construction of the Department of Building Technology The project will provide office accommodation for the head of department, staff offices, lecture rooms, workshops, drawing studio and other relevant facilities required to improve learning.

 

ii.       LOT B. Construction of access road to the College of Environmental Studies.

The project include constructing of 1.25km access road with first and second surface dressing-including a round-about and parking lot.

 

2.       Pre-Qualification Requirements:

In compliance with the public procurement Act, reputable and interested contractors are invited to apply for pre-qualification along with the following document.

1.       Evidence of incorporation/registration with the Corporate Affairs Commission

2.       Evidence of Current Company Tax Clearance certificate for the last three (3) years

3.       Current VAT payment certificate and evidence of VAT Remittances

The University is therefore, inviting reputable contractors with proven competence and experience for Pre-qualification. Interested contractors are requested to submit pre-qualification documents as follows:

 

Mandatory Requirements

1.       Evidence of incorporation and registration with Corporate Affairs Commission (CAC).

2.       Company’s tax clearance certificate for the preceding three (3) years i.e. 2009-2011

3.       Company’s audited accounts for the last three (3) years including annual turnover.

4.       Evidence of payment of ITF employers contribution.

 

Other Requirements:

(i)      Evidence of financial capability to execute the project, Bank reference and a commitment to provide loan facility for the execution of the contract if won.

(ii)     List of similar verifiable and successfully completed or on­going projects. Enclose copies of letters of award, interim payment certificates and practical completion certificates, in the last five (5) years (i.e. 2007 to date only).

(iii)    List of key managerial, technical and administrative staff of the company. This should include names, qualifications, curriculum vitae and copies of certificates and professional certificates of registration.

(iv)    Having fulfilled all its obligation to pay taxes, Company Income Tax, Education Tax, Pensions, and Social Security Contributions as contained in Section 16 Subsection 6 (d) of the public procurement Act 2007.

(v)     List of equipment owned or to be leased by the company for the execution of the project showing evidence of ownership.

(vi)    VAT registration with evidence of remittances in the last three (3) years

(vii)   A sworn affidavit indicating that all documents submitted are genuine, verifiable and that, no officer of the University has a pecuniary interest or is a former, present director or shareholder in the company.

(viii)  Evidence of community social responsibility (if any).

 

Please come along with original copies of Documents for sighting on the day of opening of pre-qualification documents. All claims are subject to verification. Please note that any false claims shall be ground for disqualification.

 

NOTE: Only contractors who have constructed public buildings of N100m and above need to apply for these projects.

 

Collection of Pre-qualification Documents

The pre-qualification documents is to be collected in the office of the Director, Directorate of Physical Facilities, University of Jos, Naraguta Campus (Permanent Site) on payment in the Bursary Department of a non-refundable processing fee of thirty five thousand naira (N35,000.00) only.

 

Submission of Pre-Qualification Documents

The pre-qualification documents shall be spiral bound, packaged in an envelope and clearly marked “Pre-qualification for Project -project No. Lot No” at the top left hand corner of the envelope.

 

The name, address of the company and telephone number shall also be clearly written on the reversed side of the envelope.

 

All documents are to be addressed to the Registrar, University of Jos and submitted in the Tender box provided in Room 94 of the Registrar’s Office, Administrative Building, University of Jos, Bauchi Road Campus, on or before Tuesday 17th April 2012 by 11.00 a.m.

 

Opening of Pre-qualification Documents

The pre-qualification documents will be opened on Tuesday 17th April 20 12 by 11.00am in the Senate Chambers, University of Jos, Bauchi Road Campus.

 

Contractors are to attend the meeting for the opening of the pre-qualification documents. The list of successful pre-qualified companies will be displayed on the University notice boards at the Administrative Building and Directorate of Physical Facilities. Only pre-qualified contractors shall be invited to tender for the projects accordingly.

1.       A submission of the pre-qualification documents to the University of Jos is neither a commitment nor an obligation to award contract to any contractor or his agent.

2.       All claims are subject to verification. Take notice that any false claim shall be a ground for disqualification.

3.       The University of Jos reserves the right to reject any or all documents submitted at any time prior to tendering or acceptance.

4.       The University of Jos reserves the right to cancel the procurement proceedings at any stage in the public interest without incurring any liability to any firm.

1.       Introduction

Nigerian Capital Development Fund is a private development agency partnering the Government of Nigeria. In pursuant of its developmental initiatives and in line with present Government programmes, NCDF is embarking on an affordable Housing Scheme for delivering affordable homes to low income households through its special purpose, NCDF Affordable Housing Limited.
