Expression of Interest in Respect to Concession to Coordinate all Commercial Vehicles (Lagos Yellow Buses) and Manage the Terminus at the Hajj and Cargo Terminal of International Airport/Oshodi Road of Murtala Muhammed International Airport, Lagos

 

A.      Introduction:

In compliance with the Public Procurement Act 2007, the Federal Airports Authority of Nigeria (FAAN) hereby invites competent and reputable companies/contractors to submit bid documents for the concession for the coordination of all commercial vehicles (i.e. Lagos Yellow Buses) and manage the terminus at the Hajj and Cargo terminal of International Airport / Oshodi Road of Murtala Muhammed International Airport, under its 2012 financial year (IGR) budget.

 

B.      Project

  • Concession on the Coordination of all Commercial Vehicles (Lagos Yellow Buses) and Management of the Terminus at the Hajj and Cargo terminal of International Airport / Oshodi Road of Murtala Muhammed International Airport, Lagos.

 

C.      Objective of the Concession: –

1)      To engage professional competent hands in managing ground transportation (Lagos Yellow Buses) within / around the airport.

2)      To achieve seamless flow of traffic at Murtala Muhammed International Airport /Oshodi Express way

3)      To enhance the security of passengers and baggages at the terminus.

4)      To improve facilitation between Limousines and Yellow Buses operations. 5)   To improve non aeronautical sources of revenue of the authority.

 

D.      Scope

The scope of the project shall include the following:

  • Fencing and paving of the Yellow Buses Terminus, as well as provision of appropriate Flood Lighting.
  • Creating of an entry and exit point for traffic and passengers.
  • Creating of a Toll Point for the collection of charges from buses.
  • Provision of adequate security at the terminus; as well as managing the loading and off loading of goods and passengers at the car park.
  • Keeping away touts and miscreants from the terminus and airport.

 

E.      Tender Requirements

  • Evidence of Company Registration (Certificate of incorporation or Registration of business name).
  • Certified true of memorandum and article of association with CAC forms CACO2 & CACO7 inclusive (where applicable).
  • Evidence of tax payments (Current Tax Clearance Certificate) for the last three years.
  • VAT registration and evidence of remittance.
  • Certificate of compliance to pay pension from PENCOM and evidence of remittances.
  • Verifiable location address in Nigeria.
  • Company’s profile including major clients handled in the last three (3) years and the CV’s of the key Management staff.
  • Copies of the audited account of the companies for the last three years.
  • Evidence of financial capability to execute the project (Bank Reference Letter/Bank guarantee will form part of the evaluation criteria).
  • Verifiable evidence of similar projects successfully completed / on-going (e.g. Letter of Award, Certificate of completion, Contract Agreement and Payment Certificate).
  • Sworn Affidavit disclosing as follows:
  • That all documents submitted are not only genuine but correct.
  • That the Director(s) has /have never been convicted by any court of law.
  • That none of firm’s Director or the company is bankrupt.
  • Whether or not any of the officers of FAAN or BPP is a former or present Director of the Company.

 

F.      Submission of Documents:

  • The documents are to be submitted in four (4) copies in A4 paper size and neatly bound. The document should be arranged in the order listed under E (TENDER REQUIREMENT) above and clearly separated by dividers.
  • The documents must be sealed in an envelope and the Project Name clearly written at the top left corner of the envelope.

G.      Closing and Opening of Submissions:

C.      Scope

The scope of the project shall include the following:

  • Setting up of a standard modern library that will meet the requirements of the Aviation Industry.
  • Provision of library infrastructures that would allow for adequate storage and stacking of books, journals and periodicals for capacity building of staff and stakeholders.
  • Developing efficient library structure that would make reading and research conducive for the stakeholders.
  • To develop an accredited sourcing of aviation materials that would keep the library with up to date information in the Aviation world, including E-Library services.
  • To procure related Operational Regulation books, Management books. Financial books, Legal books, Encyclopaedia Latest Editions, Engineering books (Electrical / Electronics, Mechanical, Civil and water), Historical books, Marketing books, Airport design & Engineering books, Procurement books, Architectural & Survey books, Aviation Medical related books, ICT books, Aviation Journals and Periodicals on Airports, etc.
  • To develop library system embedded with security control.

a.       Bear the name and address of the Tenderer.

b.       Be addressed to the General Manager (Procurement), FAAN Headquarters, Ikeja – Lagos.

iii.      If all envelopes are not sealed and marked as stated above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender.

iv.      All documents must be submitted to the office of “The General Manager (Procurement)”, FAAN Headquarters, Ikeja – Lagos.

C. Scope of Work

The scope of work shall include the following:

  • Drilling of 2nos Industrial Boreholes.
  • Construction of 80,000 litres elevated steel tank.
  • Fabrication of 160,000 litres ground steel tank.
  • Provision of hydrants, hydrant lines and fire fighting pumps.
  • Rehabilitation of abandoned water works.

  • Bid Security of at least 2.0% of the bid price from a reputable commercial bank, to be scaled in the envelope containing the financial proposal
  • Sworn Affidavit disclosing as follows:
  • That all documents submitted are not only genuine but correct.
  • That the Director(s) has /have never been convicted by any court of law.
  • That none of firm’s Director or the company is bankrupt.
  • Whether or not any of the officers of FAAN or BPP is a former or present Director of the Company.

 

F.      Submission of Documents:

  • The documents are to be submitted in four (4) copies in A4 paper size and neatly bound. The document should be arranged in the order listed under D above Pre-Qualification and Tendering requirements and clearly separated by dividers.
  • The original Technical Proposal should be enclosed in one (1) envelope and three (3) copies in another envelope, duly marking the envelopes as “Original” and “COPY”. These two (2) envelopes shall then be enclosed in one (1) single outer envelope, duly marked “Technical Proposal”.
  • The Tenderers shall also enclose the original Financial Proposal in one (1) single separate envelope, duly marking the envelope as Technical Proposal” and “Financial Proposal” and with a warning “Do Not Open with the Technical Proposal”.
  • The envelopes containing “Technical Proposal” and “Financial Proposal” shall be enclosed in a bigger (outer) envelope. The inner and outer envelopes shall:

a)       Bear the name and address of the Tenderer.

b)      Be addressed to the General Manager (Procurement), FAAN Headquarters, Ikeja – Lagos

c)      Bear the name of the Tender and the Tender N umber as specified in this advertisement the SIT, and;

d)      Bear a statement “Do Not Open Before ……” the time and date for Tender opening as specified in the SIT.

 

  • If all envelopes are not sealed and marked as stated above required by ITT Sub-Clause (3) above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender.

1.       Further to our advertisement on Pre-qualification of Contractors for TETFUND and IGR Projects published on the Federal Tenders Journal dated Monday 23rd July, 2012 and the Guardian Newspapers of 25th July, 2012 respectively; the general public is to note that:

 

(i)      Contractors/Suppliers are required to show evidence of compliance with the ITF Amendment Act 2011 which provides for contribution of 1% of total Annual turnover to the Industrial Training Fund.

 

(ii)     Evidence of compliance with the Pension Reforms Act, 2004 as part of the criteria for pre-qualification.

 

(iii)    The tender fee has been reviewed to a flat rate of N25, 000.00 (Twenty-five Thousand Naira) only, per slot, for collection of bid documents. Please, note that no fee is paid for submission of pre-qualification documents.
