Economic Reforms and Governance Project World Bank Assisted (Credit No: 4011 UNI)

Implementation of Performance Improvement Facility (PIF) Scheme in the Federal Civil Service:

 

Installation of Service Improvement Strategic Initiatives in Sixteen (16) PIF Pilot MDAs

1.         The World Bank Economic Reforms and Governance Project

(ERGP) is supporting through the Bureau of Public Service Reforms (BPSR) the implementation of a Performance Improvement Facility (PIF) scheme in the Federal Civil Service. The primary objective of the PIF scheme is to support MDAs to come up with strategic ini­tiatives and plans in specific areas of their operations that will lead to improve performance and service delivery to the citizenry. The PIF scheme will fund inputs, outputs and activities needed to bring about business process re-engineering associated with the reform of MDAs and agencies in providing cross-cutting services. The specific objec­tive of PIF is to:

(i)         improve the quality, efficiency and access of services provided by MDAs;

ii)         improve the quality levels and ensure that public resources are focused on the attainment of key national policy priorities of government and;

iii)        support MDAs re-engineering process by facilitating the identification of the administrative/ technical methods and processes that hinder efficient and quality operations and  service delivery, and reviewing them critically with a view to improving them maximally or eliminating where necessary.

2.         The BPSR has concluded arrangements to implement Service Improvement Strategic Initiatives in sixteen (16) PIF pilot MDAs. The PIF Service Improvement Strategic Initiatives are as follows:

(i)         RFID-based File and Correspondence Tracking System and Barcode System;

(ii)        Electronic Document Mgt. System

(iii)       Unified Communication and Communication and Collaboration System:

(iv)       Development of a Champion Database Portal/Nelex Web Portal Systems

(v)        E-Registry, E-Library, E-File Archival

(vi)       Functional and Interactive Website and;

(vii)      E-Application System (i.e Filling and Submission of Application Forms on-line, etc).

3.         In order to actualize the PIF objective, the Bureau intends to engage the services of reputable consultancy firms to install the afore-men­tioned software systems in the sixteen (16) PIF Pilot MDAs.

A more detailed Term of Reference (TOR) shall be provided with the Request for Proposal (RFP) and sent to turns that will he shortlisted for the consultancy service.

Qualification and Eligibility

4.         Consulting Finns are invited to indicate interest in providing servic­es for any two (2) of the afore-mentioned software installation. Consultancy firms must provide the following information and any more indicating that they are qualified to perform the service:

(i.)        Full details of the Company Profile:

(ii)        CV of key personnel who shall be Information Communication Technology (ICT) experts/software Analysts or Data Base Administrators and Management Information System expert with a minimum of (ten) 10 years’ experience, including solid software technology competencies on similar issues preferably in Africa and other commonwealth countries;

(iii)       Evidence of Certification of  Incorporation in Nigeria or in other Commonwealth countries;

(iv)       Evidence of Tax Clearance for three (3) years  in Nigeria or in other  Commonwealth countries

(v)        Veritable evidence  of familiar related  technology jobs  carried out in the last three years.

5.         A firm will be selected in accordance with the  procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 1997 (Revised September 1997, 1999, 2002 and May 2004).

6.         Interested Consulting Finns may obtain information at the address below from 10.00am  to 3.00 p.m. local time Monday to Friday, except public holidays. Expression of Interest must be submitted in five (5) hard copies with one electronic copy on USB Flash Drive to the address below on or before 4.00pm of Wednesday, 30th November, 2011 clearly marked at the top side of the envelope “Expression of Interest for PIF Service Improvement Scheme”: (indicate the software installation system the firm is interested)
