Request for Expressions of Interest for

The Provision of Outsourcing Services for Global Distance Learning Centre, Abuja, Nigeria

Federal Ministry of Finance intends to outsource the management of the Global Distance Learning Centre to a competent firm. The objective of the Centre is to improve efficiency of resource use, enhance the capacity of Public and Private Sector, foster greater transparency and accountability in fiscal operations, improve the quality and timeliness of data for policy and economic decision making and enhance the capacity in the public sector, to coordinate and monitor macroeconomic and structural policies and to increase access to high quality, up-to-date and cost effective training of public and private decision makers and implementers, so as to enhance their capacity to design, plan and manage economic and social development policies through the application of video conference facilities and Electronic Systems. The facility will serve as a Centre of Excellence for Exchange of Information and Experience.

The Federal Ministry of Finance now invites eligible Firm to indicate their   interest in providing the outsourcing services. Interested Firms must provide comprehensive resume or curriculum vitae detailing qualification, experience, financial ability to run the centre and evidence of any similar assignment carried out in the past with relevant references.

The specific services required are as follows:

  • Efficient management of the Centre to World Class standard,
  • Trainings at the Centre to focus on professional development of senior policy makers in both Public and Private Sectors among others.
  • In addition, the facility would provide access to IMF and World Bank database, academic and research institutions database and in addition, provide Video-conference facility for meetings, negotiations etc and it is expected to be managed profitably.

Objective:

The major objective of the assignment is the provision of effective management of the Global Distance Learning Centre, Abuja, Nigeria.

Duration: The outsourcing will be for 5 years in the first instance and thereafter may be reviewed for another term.

Responsibilities:

Effective Management of the Global Distance Learning Centre, Abuja -Nigeria.

Minimum Qualification:

  • A Qualified ICT/Management Training Firm with at least 10 years experience in public and private sector activities;
  • Efficient marketing ability and strategy;
  • Experience in dealing with public and private sector Management in Nigeria would be an advantage,
  • References from similar assignments carried out in the past.

Interested eligible Firms are now invited to indicate their interest in providing the services.

Interested Firms must provide comprehensive Company Resume and curriculum vitae detailing educational, professional qualifications and experience of Key Staff. Evidence and references of experience in similar project is vital.

(a)     Selection of Firm:

A Firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers 2004.

(b)     Institutional Arrangement:

The Client (FMF) will facilitate the work of the Successful Firm.

Interested Firms may obtain further information at the address below during office hours 0900 to 4:00 Monday to Thursday except public holidays.

Expressions of interest (one original, two copies) in a sealed envelope clearly marked Expression of interest, Outsourcing of Global Distance Learning centre, Abuja, Nigeria must be delivered to the address below on or before 30th December 2010. Only short listed Firm would be invited or notified for further correspondence.
