Invitation to Tender for the supply of Field Test Vans

The Federal Government of Nigeria has provided funds in the 2011 Budget proposals for the Federal Ministry of Power to improve the quality and reliability of electric power generation and installations in the country. Consequently, the Federal Ministry of Power invites tender for the supply of 4Nos Field Test Vans- 4WD, Air Conditioned (Double Cabin), petrol Engine, Aluminum Van Canopy with each Van fitted with the following field Test Equipment:

a).      Primary Current Injection Test Set with associated cables

b.       60KV Dielectric Oil Test set

c).      100KV Oil Test Set Calibration Meter

d).     Digital Low Resistance Ohmmeter

e).      portable Appliance Tester with Flash Test

f)       Digital Earth Leakage Clampmeter

g).      Dual Display Digital Multimeter

h).     2.5KVA Generator

Pre-Qualification/Tender Requirement

2.       Eligible suppliers are to support their bids with the following documents/Information

i).      Evidence of registration with Corporate Affairs Commission (CAC) and Forms C07

ii)      Company Audited Account for 3 years

iii).    Evidence of Tax Clearance Certificate for the last 3 years;

iv).    VAT Registration

v).     Evidence of registration with Pension Commission (PC) and remittances to Pension Fund Administrators (PFA)

vi).    Evidence of Financial Capability and Banking Support

vii)    Evidence of payment of a non-refundable tender fee of N25,000.00 (Eco Bank Draft) in favour of the  Federal Ministry of  Power;

viii).  List of 3 similar contract previously executed or ongoing;

ix).    Technical details, brochures/manuals and Manufacturers’ Authorization Letter for proposed Test Equipment

x)      Copy of ISO Certificate of Manufacturer of the Test Equipment

xi).    Confirmation of Tender Validity Period of at least 90 days.

Submission of Pre-qualification/Tender Documents

3.       Four copies each including one original, of the documents for pre-qualification and Tenders in 2 separate sealed envelops marked “Pre-qualification’ or ‘Tender’ for the supply of the 4 Nos Field Test Vans in a bigger 3^rd envelope must be submitted on or before Monday 4^th April 2011 by 12 noon. The submission should be addressed to and delivered at the address below:

Opening of the Tender Documents

4.       All pre-qualification documents will be opened immediately after the close of tender submission on Monday, 4^th April, 2011at 2.00pm, in the 4^th Floor Conference Room, Federal Secretariat complex Phase 1, Annex III.

5.       Only pre-qualified suppliers or their representatives, interested members of the public and Non-Governmental Organizations will be invited to witness the public opening of the financial bids

6.       All questions sent by post will be rejected.
