Invitation to Tender for the Execution of Projects in the 2011 Annual Budget

 

The Federal Ministry of Science and Technology intends to execute some projects contained in its 2011 Budget. Consequently, the Ministry invites reputable contractors to tender for the projects as indicated below:

 

2.       PROJECTS/ DESCRIPTION

 

Projects Description
Lot A1 Office Expansion/Installation of security devices.
Lot A2 Procurement of Computer Hardwires and its Accessories.
Lot A3 Networking of Computer Infrastructure (e-Library)
Lot A4 Acquisition of Web Enable Software
Lot B1 To secure Accommodation for the National Science and Technology Museum.
Lot B2 Provision of Gallery; acquisition of Science and Technology artifacts.
Lot B3 Provision of Science and Technology Hall of Fame; Production of pictorials; and documentaries,
Lot C1 Computerization of FMST (implementation of a File Tracking and Management System
Lot C2 Staff Attendance Management System
Lot C3 On-line Electronic Versions of the PSR FR and Research Publications of FMST Agencies.
Lot C4 Systems Engineering for the Data bank
Lot C5 IP Surveillance camera and Recording system for security monitoring of FMST Headquarters
Lot C6 Computerized Stores Inventory and Management System
Lot C7 Consultancy Services for 201 1 IT Projects.
Lot D8 Account Reporting Software, Training on the above and one (1) year Support.
Lot D9 Government Integrated Financial Management Information System (GIFMIS) Chart of Account (COA) User Manual.
Lot D10 Budget Preparation Training and Budget Preparation Manual

 

3.       Requirement for Tendering for the Projects

All tenders should be accompanied with the following:

i.        Company profile and organizational structure, including names, resumes and telephone numbers of key personnel:

ii.       Evidence of company Registration with the Corporate Affairs Commission (CAC)

iii.      Evidence of Tax Clearance Certificate for the past three (3) years; (2008-2010)

iv.      Experience/Technical qualification of key personnel with copies of certificate

v.      Evidence of VAT Registration and VAT Remittances (2008-2010)

vi.      Evidence of Financial Strength including Bank Statement for last six (6) months

vii.     Verifiable list three (3) years with names of clients, evidence of award letters

viii.    Audited Account for the past three (3) years (2008-2010)

ix.      Evidence of compliance with the provisions of Pensions Reform Act, 2007

x.       Evidence of payment of twenty thousand Naira (N20,000.00) non-refundable Tender fee for each LOT; and

xi.      Except for LOT A1 and LOT ‘B’ categories, eligible firms must have at least one (1) CRN or NCS certified key personnel’s.

 

4.       Collection of Tender Documents

Interested Companies/Firms should collect bid documents containing detailed specification for the jobs from the Procurement Division of the Ministry at Phase 2, Block ‘D’, Room 609, 6th Floor, Federal Secretariat Complex, Abuja on the payment of N20, 000.00 tender fee for each LOT.

 

5.       Submission of Tenders and Closing Date

Completed bid documents (Technical and Financial) in sealed envelope should be submitted clearly marked with title boldly written at the right hand corner of the envelope and should be dropped in the Tenders Box in the office of the Deputy Director (Procurement) in Room 609, 6th Floor, Federal Secretariat, Phase 2, Block ‘D’. Abuja on or before  10th October, 2011 by 12.00noon. Late bids shall not be accepted, please.

 

All tenders should be addressed to:

6.       Important Note

Please, note as follows:

i.        That by the submission of a tender, the FMST is neither committed nor obliged to award any contract to any contractors;

ii.       That this advertisement for invitation to tender shall not be considered as a commitment on the part of the Ministry nor shall it entitle any contractor/supplier to make any claims whatsoever and or to seek any indemnity from the Federal Ministry of Science and Technology;

iii.      That bids received shall be opened publicly immediately after the closing of the bids on 10th October, 2011. Representatives of all responding companies are requested to be present; and

iv.      Only companies that have been successfully screened and found competent will have their financial tenders considered.
