Invitation to Tender for the Execution of 2013 Capital Projects
1. Introduction:
The Nigerian College of Aviation Technology, Zaria has intended to procure various Goods, Works and Services using funds provided in the 2013 Appropriation. In compliance with the Public Procurement Act 2007, the College therefore invites interested, competent and reputable Companies with relevant experience and good track records to bid for the Projects.
2. Description of Projects:
Lot 1: Construction of Abuja Liaison Office.
Lot 2: Construction of 250 Capacity Cafteria.
Lot 3: Renovation of Lagos Liaison Office.
Lot 4: Upgrading of Aero Medical Central.
Lot 5: Runway Lighting
Lot 6: Provision of Office Accommodation.
Lot 7: Establishment of Modern Computer Laboratory for Aeronautical Telecommunication Engineering (ATE) School.
Lot 8: Purchase of Aviation Gasoline (AVGAS) 100 LL.
Lot 9: purchase of Books and Reference Materials for New NCAT Library.
Lot 10. Upgrading of English Communication Laboratory II
Lot 11. Supply and Installation of Training Equipment for Power Systems Department (Lot C: Supply and Installation of solar Power/Uninterrupted Power).
Lot 12: Mechanical Workshop Equipment.
3. Tendering Requirements:
Interested and Competent contractors wishing to carry out any of the above jobs are to submit the following documents (strictly in the order specified below) attached with their bid which will be subjected to verification by NCAT:
- Evidence of registration/incorporation with Corporate Affairs Commission (CAC)
- VAT registration and evidence of past VAT remittance.
- Current Tax Clearance Certificate for the last three (3) years (showing payments for 2010, 2011 and 2012).
- Audited Annual Financial Report of the Company for the three (3) years.
- Names of Bankers with References.
- Comprehensive Company profile with CV’s of key personnel including photocopies of relevant professional/technical qualifications.
- Verifiable evidence(S) of successful completion of similar works within the past three (years) and attached copies of letters of awards and certificates of successful completion:
- Refundable Bid Security of 2% Bid sum in Bank Guarantee, valid for 180days
- Evidence of compliance with provisions of the Pension Reform Act, 2004.
- Affidavit disclosing whether or not any officer of NCAT or BPP is a former or present director, shareholder, and that none of the Director have been convicted in any court of law for any criminal offence or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct.
- Evidence of compliance with the provision of the Amended Industrial Training Fund Act 2011.
4. Collection of Tender Documents
To collect bid documents, a prospective bidder is required to contact the Procurement Unit, NCAT Zaria Aerodrome, Zaria between the hours of 8am -4pm, Monday to Friday, from Monday, 8th July, 2013 to Monday, 10th August, 2013 with a bank teller after a payment of a non-refundable tender fee of N20, 000.00 into the College Ecobank Account (Account Name: Nigerian College of Aviation Technology, Zaria, Account Number: 0034478357)
5. Submission of Tender Documents
The completed Tender Documents should be submitted in two (2) envelopes marked “Original” and “copy” sealed and marked “Tender for ——————
————“. (Indicate the project title) at the left hand corner of the envelopes.
They should be enclosed in a larger envelope and addressed to:-

PMB 1031, Zaria Aerodrom,
Kaduna State
And dropped in the Tender Box at the procurement Unit, NCAT, Zaria Aerodrome, Zaria on or before 12 noon on Monday, 19th August, 2013
6. Bid Opening:
Opening of Tender Documents will hold immediately after the deadline in the presence of Bidders Representatives and interested members of the public at
ATS/Com School Lecture Theatre, NCAT Zaria at 12 noon, Monday, 19th
August, 2013.
The general Public is by this advert, invited to witness the Bid opening accordingly
7. Important Notice
Please note that:
- Bidding will be conducted through National Competitive Bidding (NCB) Procedure as specified in the Public Procurement Act 2007
- Nothing in this advert shall be construed to be commitment by NCAT to award any or all above-listed projects
- Only companies/firms that meet the above-stated requirements would be contacted.
- Failure to comply with the above-stated instructions will earn automatic disqualification.
- Late bids will be rejected
