Invitation for Technical and Financial Tender
Introduction
National Agency for Food and Drug Administration and control (NAFDAC) hereby invites interested, reputable and competent contractors with relevant experience and good track record in respect to the following projects.
Lot 1 Completion of Nafdac Existing Building At No.1 Isolo Industrial Estate Apapa Express Way Lagos.
Lot 2 Completion of External Works at Nafdac Existing Building No. 1 Isolo Industrial Estate Apapa Express Way Lagos.
Lot 3 Construction of Restaurant
Lot 4 Supply and Installation of Lift
Lots 5 Drilling of Industrial Borehole, Water Treatment Plant Reticulation & Associated Works
Lot 6 Supply and Installation of 750.Kva Transformer, Weather Stations & Associated Works
Lot 7 Supply and Installation of 1000kva Generator
Lot 8 Supply and Installation of Office Furniture Fittings & Fixtures
Lot 9 Supply of Mini Test Kits Protective Gadgets and Support Devices
Lot 10 Supply and Installation of Polymerase Chain Reactor
Bidding Criteria
All interested contractors are required to submit the following documents along with their financial bids:
Technical Qualification Requirements
- Evidence of Company Registration with Corporate Affairs Commission, attached photocopy of (Certificate of Incorporation)
- Certified true copy of Memorandum & Articles of Association with form CO2 & CO7
- Current Company Tax Clearance Certificate for the last three (3) years expiring in December, 2012
- Evidence of VAT Registration Certificate and past Remittances
- Evidence of Registration with PENCOM and Remittance of the required contribution
- Sworn affidavit that none of the Directors of the company is an Ex-convict in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
- Sworn affidavit disclosing whether or not any officer of the Agency is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
- Evidence of payment /compliance with section 6 (i- iii) of Industrial Training Fund (ITF) Act 2011 (Amended)
- External Audit Report & Accounts of the bidder for the last three (3) years.
- The Accounts must be signed by at least two Directors of the Company.
- Evidence of financial capability to execute the project. Bank reference and a letter of credit facility from a reputable commercial bank with a commitment to provide loan facility for the execution of the contract if eventually the contract is won.
- Verifiable list of previous / similar works successfully completed within the last three (3) years in tabula form, stating the project description, the project locations, names of clients, monetary value, completed or on-going. (Photocopies of award letters, Interim certificates / final payment certificate should be attached).
- Company profile and organizational structure, including names, qualifications resume of key personnel with addresses and phone numbers, photocopies of certificates and professional registration certificates
- List of equipment to be deployed for the project (state whether the equipment are leased, hire or owned, if owned attached proof)
- Information regarding any litigation, current or during the last five years, in which the company is involved, the parties concerned and disputed amount.
Collection of Tender Documents
Bid documents are to be collected from Monday the 23rd of July 2012 from 10.00am and 4.00pm Mondays to Fridays upon payment of a non refundable fee of N10, 000.00 naira in bank draft in favour of “NATIONAL AGENCY FOR FOOD AND DRUG ADMINISTRATION AND CONTROL” at the procurement unit located on the third floor of the main building NAFDAC HEADQUARTERS ABUJA
Submission of Tender Documents
Completed bid should be submitted in three copies (one original and two other copies) and all pages dully endorsed by the bidders representative.
The document should be sealed and labeled (Technical and Financial bids as appropriate) separately and the two envelops be put in another envelop that should also be sealed and labeled with the Lot number bidded clearly written at the top left hand corner of the envelop and addressed to:

Closing of Submission
All submission of tenders documents ends on Monday 3rd September, 2012 at 12.00 noon and shall be opened immediately at conference room NAFDAC Headquarters Plot 2032 Olusegun Obasanjo way zone 7 wuse Abuja, civil society organization, bidders or their representative are strongly advised to be present.
Note
No Submission Will Be Entertained After 12.00 Noon Monday 20th August, 2012
A Company is not to tender for more than one lot.
Due diligence could be carried out on the companies to verify claims included in their submissions.
Technical bids submitted by interested companies will be assessed and only tenders of those found technically competent, that their financial bids will be opened for evaluation,
This notice shall not be construed to be a commitment on the part of NAFDAC to award any form of contract to any respondent nor shall it entitle any organization submitting any document to claim indemnity from the Agency.
Successful companies could be requested to provide performance bond whose value shall not be less than 10% of the contract sum before signing the contract agreement.
