Invitation for Request for Proposals, Technical and Financial Bids for Projects under the 2013 FCT/STDA Statutory Budget
1.0 Introduction
The Federal Capital Territory Administration (FCTA), through the Satellite Towns Development Agency has provisions in the 2013 FCT/STDA Statutory Budget and intends to procure the under listed Works and Services. Accordingly, the Agency, in line with the Public Procurement Act of 2007, hereby invites reputable and experienced Contractors and Consultants to submit documents for the following projects:

3 | Water Installation Using Solar Energy in the six area council of FCT (Lots 1-6) 2No. per area council.

– Geo-physical investigations
– Drilling of 0.3m or 0.25m hole through unconsolidated deposit, basement and fresh basement rock and installation of 0.15m unslotted blind casing down the hole. – Installation of large Solar system SM1 500 of 24 modules. – Fabrication and erection of 4m x 3m x 3m (34m3) elevated pressed steel tank.

2. General Eligibility Criteria
i. Company Profile stating registered office and function contact address (including e-mail address and telephone number(s)).
ii. Evidence of company’s registration with the Corporate Affairs Commission with Annual Returns.
iii. Company’s current Tax Clearance Certificate for the last three (3)years (2010, 2011 & 2012 expiring December 2013).
iv. Evidence of Company’s VAT Registration with Tax Identification Number (TIN).
v. Evidence of Certification/Exemption from PENCOM in accordance with the Pension Reform Act, 2004 which must include evidence of remittance of Employees Pension Contributions/Deductions.
vi. Evidence of compliance with Industrial Training Fund (ITF) Act, 2011.
vii. Evidence of compliance with Employees’ Compensation Act with the Nigerian Social Trust Fund (NSITF)
viii. Accompany every bid with an affidavit disclosing whether or not any officer of the relevant Committees of the procurement entity or Bureau is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
ix. Evidence of Company’s Financial Capability with inclusion of reference/evidence of support from a reputable Bank
x. Company’s Audited Account for the last three (3) years (2010, 2011 & 2012).
xi. Evidence of payment for Bid Document.
Further Eligibility for Works
i. Company’s profile reflecting experience and works of similar nature and value successfully executed/on-going within the last five (5) years.
ii. Evidence of acquisition of relevant equipment with receipt and other evidence of ownership or whether the equipment is leased.
iii. Curriculum Vitae (CV) including relevant experience of key personnel

i. Adequacy of the Consultant’s Methodology and Work Plan
ii. Curriculum Vitae (CV) including Professional and academic qualifications, relevant experience/competence and availability for the assignment of key personnel.
iii. Company’s profile reflecting Specific Track Record/Experience of similar nature and value successfully executed/on-going within the last five (5) years.
iv. Evidence of technology capacity/equipment and acquisition of relevant software for design.
v. Evidence of Manufacturers Authorization for 1B(8) above.
vi. Evidence of firm’s registration with relevant professional bodies.
vii. Audited Accounts with average turnover of N100.00M in the
last three (3) years for 1B(8) above.
3. Collection
You are to collect Bidding documents from the Office of the Head of Procurement, Satellite Towns Development Authority (STDA), Office Complex, Wing BAMAC Secretariat Extension Apo – Abuja, upon the presentation of evidence of payment of non-refundable tender fee stated below and payable into the STDA Treasury Revenue Account at UBA with Account No. 1016760164.
Works:
i. Lot A1: N30.000.00, Lot A2: N30.000.00, Lot A3: N20,000.00 per Area Council, Lots A4 i – iii: N10,000.00 each, Lot A5: N50,000.00
Services:
ii. Lots B1 – 7: N 15,000.00 per Lot; Lot 1B8: N50,000.00
4. Submission
Works/Services: Original and two (2) other copies of the Technical and Financial bids are to be submitted in two separate envelopes. Envelopes for the Financial Proposals shall be duly marked “Technical Proposal” and “Financial Proposal” The two envelopes shall then be enclosed in one single outer envelope and forwarded in sealed envelopes, marked on the TOP left hand corner boldly written Project/Lot”. The inner and outer envelope;
(a) Bear the name and address of the Consultant; envelopes).
(b) Be addressed to the Client at the address specified (inner and outer envelopes).
(c) Bear the name of the Proposal (inner and outer and envelopes) and
(d) Bear a statement “Do Not open with the proposal.” (inner financial envelope) The documents are to be dropped in the Tender Box in the office of the Head of Procurement, STDA Office Complex, Wing BAMAC Secretariat Extension Apo – Abuja not noon on Tuesday 19th November, 2013 and tenders will take place at 12.30 pm on the same day in the presence of bidders’ representatives and members of the public who choose to attend. Only those companies/firms that are technically qualified will be invited for financial bid opening.
5. Please Note:
Any submission of documents after the 12.30 pm deadline of 19th November, 2013 (for Works/Services) will not be accepted.
i. All CAC, VAT, PENCOM, ITF, NSITF and Tax Clearance Certificates submitted shall be referred to security Agencies, Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), Industrial Training Fund, National Pension Commission and other relevant bodies for verification.
ii. This invitation shall not be construed to be a commitment or obligation on the part of STDA for award of any form of contract to any respondent nor shall it entitle any Company/Firm submitting documents to claim any indemnity from the Agency
iii. Bidders are expected to adhere strictly to All instructions as non-compliance may constitute a ground for dis-qualification.
