Title: Recruitment of Subject Matters Experts for the current ECOWAS Commission Recruitment Process
Since the transformation of the Executive Secretariat of ECOWAS into a Commission in January, 2007, a reform process has been put into motion in existing ECOWAS Institutions. At the ECOWAS Commission, there have been efforts to implement the organisational structure approved by the ECOWAS Council of Ministers in May, 2007 with a view to filling the positions on the individual organisational structures of the various Directorates.
2. ECOWAS, therefore, seeks to engage twenty-five (25) Subject Matter Experts (SME) with requisite expertise to serve as Interview Panel Members in the selection process for the various critical positions recently advertised.
3. Purpose of the mission:
Objectives:
- To ensure objectivity and transparency in the selection process, the Experts will assist the ECOWAS Selection Team in the interview process.
- To minimize possible occurrences of biases, ensure greater efficiency and boost credibility of the selection process.
Scope of Service:
- Assist in finalising the candidate shortlist for the relevant positions within SME area of expertise, as need be.
- Play an active role in setting interview questions, assessing and scoring candidates’ performance to facilitate the final selection and provide inputs to the respective interview reports.
4. The Consultants selected to conduct this mission shall, at least:
- A higher degree (Master’s degree or equivalent) in his/her area of specialisation.
- Minimum of fifteen (15) years progressive work experience in his/her area of specialisation with a minimum often (10) years in managerial role.
- Must be able to speak and write in one of the three (3) official languages of the ECOWAS Community-English, French or Portuguese.
5. Areas of Specialisation Required:
To ensure that the best candidates are selected to fill the fifty-two (52) critical positions, the following SMEs with international and/or West-Africa regional experience in the following areas are needed:

5. Customs Policy Harmonization Expert
6. Drug Clime Management/Law Enforcement Expert
7. Early Warning and Response Expert

9. Energy Expert
10. Environmentalist
11. Expert in Security Reforms and Policy Harmonization
12. Expert in Social Affairs Programme Management and Policy Harmonization 13. Gender Expert
14. Human Resources Management Expert
15. Information and Communication Technology Expert
16. International Conference Management /Protocol Expert
17. International Relations /Diplomacy Expert
18. Legal Expert
19. Monitoring and Evaluation Expert
20. Political Affairs Expert
21. Quality Assurance Expert
22. Statistician
23. Strategic Management Expert
24. Telecommunications Project Expert
25. Trade Program Management and Policy Harmonisation Expert
6. The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interested in providing these services. The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following: Curriculum and Certificates; Past Experiences of similar job over the past five years; IT knowledge; knowledge; knowledge of the area and any other information useful for the accomplishment of this project)
7. The selection will be done on the basis of a comparison of curricula vitae and the selected Consultants will be invited to produce technical and financial proposals which will serve as the basis for negotiations for the conclusion of Contract Agreements with each of them (Method Based on the Qualification of Consultant).
