Invitation to Submit Technical and Financial Proposals for Projects in the Fy2010 Appropriation
1.0 Introduction
Ogun-Oshun River Basin Development Authority (O-OR BDA), a parastatal of the Federal Ministry of Water Resources, wishes to invite qualified and competent
Companies/firms including Joint Ventures (JV) to submit their technical and financial proposals for the execution of the following capital projects with provisions in the Fy2010 Appropriation.
Scope of Works and Services
Lot 1. Construction Works:
A. Construction of Irrigation Scheme (Phase II) at Onipaanu in Ogbomoso, Oyo State. (#50,000.00)
B. Construction of Flood and Erosion Control Project (Phase II) in Antorun, Ogbomoso, Oyo State, (#50,000.00)
C. Construction of Water Supply Scheme at Asa Dam Area, in Surulere LGA, Oyo State, (#50,000.00)
Lot 2. Rehabilitation Works.
A. Rehabilitation of Ede Headworks, Ede. Osun Stated (#50,000.00)
B. Rehabilitation of Oyan Water Supply Scheme in Odo-Otin LGA, Osun State (#50,000.00)
C. Rehabilitation of Ogbomoso-Ikoyi-Ile Water Supply Pipeline in Oyo State, (50,000.00)
D. Rehabilitation of Iwo Township Water Supply Scheme in Osun State (#50,000.00)
E. Rehabilitation Ejigbo Water Supply Scheme in Osun State, (#50,000.00)
F. Rehabilitation of Boreholes in Osun State, (#25,000.00)
LOT 3. GOODS
A Supply and Installation of Solar Pumps and Solar Modules for Rehabilitated Boreholes in Osun State, (#25,000.00)
Lot 4. Consultancy Services
A. Feasibility Study and Design of Irrigation scheme at Iwo in Osun State, (#10,000.00)
B. Supervision of Construction Works on Oyo Regional Water Supply Project. (#10,000.00)
C. Supervision of (Construction Works on Asa Dam, Irrigation and Water Supply Projects in Surulere LGA, Oyo State, (# 10,000.00)
Eligibility Criteria
For Construction Works:
- Certificate of Registration with CAC,
- Evidence of Payment of Income Tax in the last three (3) years (Tax Clearance Certificate)
- Evidence of construction equipment and their status where applicable,
- Evidence of experience in jobs of similar nature arid complexity, executed
- (5) years, with verifiable letters of contract award and certificates of job completion
- List of personnel: their qualifications (CV) and experience in similar works
- Financial status of the company, through annual financial reports in the last three (3) years
- VAT Certificate and FIRS PIN number.
- Bank reference letter,
- Full Accounts details including SORT code,
- Evidence of Pension and Social Security Contribution
For Goods:
- Certificate of Registration with CAC,
- Evidence of Payment of Income Tax in the last three (3) years (Tax Clearance Certificate)
- Evidence of relevant equipment and their status where applicable
- Evidence of experience in supply of similar nature and complexity, executed within the last five (5) years, with verifiable letters of contract award and certificates of job completion.
- List of personnel: their qualifications (CV) and experience in similar supplies.
- Financial status of the company, through annual financial reports in the last three (3) years
- VAT Certificate and FIRS PIN Number
- Bank reference letter
- Full Accounts details including SORT code
- Evidence of pension and Social Security Contribution
For Consultancy Services:
- Certificate of Registration with CAC.
- Evidence of Payment of Income Tax in the last three (3) years (Tax Clearance Certificate)
- Evidence of experience in at least five (5) jobs of similar nature and complexity, executed within the last five years, with verifiable letters of contract award and certificates of job completion.
- Company profile with copy of Article of Association, memoranda of Understanding and Company’s Registration with professional bodies, particularly COREN;
- Evidence of personnel capability including list of key professionals, curriculum vitae (CV) of each professional, registration with professional bodies such as COREN, etc
- Submission of three (3) years Audited Accounts with Annual Turn Over of N5million in any of the last three (3) years.
4.0 Collection of Bid Documents:

Submission of Bid Documents:
Completed Technical and Financial proposals for the project(s) of interest should be submitted in four (4) hard copies and one (1) electronic copy (Microsoft Office) each for technical and financial, all enclosed in separate sealed envelopes marked ‘Technical’ and ‘Financial’ and both in a third larger envelope with the project name clearly marked on the top right-hand corner, addressed and returned to;

6.0 Closing Date for Submission Of Bids:
The closing date and time for the submission of completed bids is on or before Friday, 19th November 2010, at 12.00 noon prompt; Any bid submitted after the above date and time will be rejected and returned to the bidder
7.0 Opening of Bids:
The Technical Bid Opening exercise shall be conducted publicly in the Training School Auditorium of Ogun-Oshun River Basin Development Authority on the closing date of submission, Friday, November 19th 2010, beginning from 2.00 p.m.
Only the successful Bidders at the technical stage will have their Financial Tenders opened at a date to be announced in the print media.
All Bidders are expected to bring along the ORIGINAL COPIES of their Certificates of Incorporation and Tax Clearance, for sighting, if required.
All Non-Governmental Organizations (NGOs) are invited to witness the Bids Opening.
