Request for Proposal for Consultancy Services for Gurara Phase II Project

1.0       Introduction

1.1     The Federal Government of Nigeria through the Federal Ministry of Water Resources (FMWR) Intends to immediately develop Gurara Dam Phase II for hydro power, water supply, irrigation and socio- economic activities. To this end, the FMWR invites interested, suitably qualified and reputable consulting firms including joint ventures (jvs) to submit Proposals for the following projects:

Lot1:           Geotechnical Studies

Lot 2:          Environmental Impact Assessment

Lot 3:          Irrigation Service Study

Lot 4:          Prime Consultant

Lot 5:          Hydrological Studies

Lot 6:          Topographic Survey

Lot 7:          Aerial Mapping

Lot 8:          Project Support, Monitoring and evaluation

2.0     Terms of Reference and Scope Of Services

2.1     The Terms of Reference (TOR) for each project is included in the Standard Bidding Documents – Request for Proposals to be collected from the Ministry. Interested Consultants should indicate the Lot for which the proposal is made.

3.0     Qualification Requirement

The minimum technical and responsive requirements are as follows:

Interested firms or joint ventures (JV) are expected to collect, fill and submit Standard Request for Proposal (RFP) for the selection of consulting firms (Complex Lump sum), from the Secretary Ministerial Tenders Board in addition to the following minimum requirements:

  • Evidence of Incorporation with Corporate Affairs Commission (CAC) of Nigeria, including Articles and Memorandum of Association and up-to date Returns with the CAC.
  • Copy (not personal) of tax clearance and VAT registration certificate for the last three consecutive years namely 2007,2008 and 2009 respectively.
  • Evidence of VAT Registration, FIRS PIN Number, and receipts of payment;
  • Registration with professional bodies particularly COREN, NIS.
  • Statement of annual turnover for the preceding years
  • Evidence of financial capability and or banking support to execute the contract without delay if awarded
  • Verifiable evidence of experience and qualification of key personnel
  • Submission of (3) three
  • Pension,

4.0     Collection of Tender Documents

4.1     Qualified Consulting firms shall on application collect (Standard Bidding Document-Request for Proposals (RfP), from Monday August 23,2010 from

The collection of RFP for the Projects shall be at no cost. Multiple applications are permissible subject to meeting qualification and specialization requirements.

5.0     Submission of Proposals

5.1     Completed Technical and Financial proposals (Four sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted in two different sealed envelopes and labeled  Technical proposals  and  Financial proposal and both sealed in a third envelope marked Project Name at the top right hand corner and addressed to:

5.2     To reach him on or before Monday 20th September 2010. The technical proposals will be opened on the same closing date at the Ministry s Conference Room Area 1 Garki, Abuja. Only firms whose proposals fulfill the minimum requirements would be invited for the financial bid opening stage.
