National Oil Spill Detection and Response Agency (NOSDRA)

BACK GROUND: The National Oil Spill Detection & Response Agency (NOSDRA), one of the Federal Government parastatals vested with the responsibility of managing oil spill incidents with respect to recovery, clean-up, remediation of impacted sites as well as damage assessment had initiated the process of developing regulations and guidelines in this regard. The specific objective is to ensure that all operators and stakeholders in the petroleum sector are provided with relevant regulations for the purpose of achieving standardized procedure of practice and enforcement in the sector.

In view of the above, interested consultants are invited to submit technical and financial bids for the following projects:

LOT I: Development of National Oil Spill Compensation Guidelines, Standards and Rates for Nigeria

Scope of Work

  • Review the current status of compensation regimes in the oil and gas sector and identify deficiencies;
  • Identification of all relevant stakeholders and engaging in consultations to obtain comprehensive input and ensure acceptability by all;
  • Establishment of clear procedure for addressing compensation issues associated with oil spill incidents and specification of the roles and responsibilities of each party;
  • Proposal of applicable compensation rates for various tangible and intangible assets and services with a validity period and proposal for review.
  • Establish a harmonized formula and procedure for industry operators for the determination of eligibility and payment of compensation for both tangible and intangible assets;
  • Advise on tax-related matters
  • Include means for advocacy where necessary as well as alternative means of conflict resolution where monetary compensation is not possible or adequate (to include socio-economic incentives, development projects in affected communities, etc.);
  • Establish means of evaluating and monitoring the implementation of compensation guidelines and standards as well as appropriate sanctions/ penalties for defaulters; and
  • Establishment of a proper channel of payment to avoid duplication

LOT II: Development of the NOSDRA Technical Guidance Manual for Oil Spill and Oily Waste Management in Nigeria (Phase l)

Scope of Work (Terms of Reference);

  • Analyze Oil spill and Oily waste release scenarios in Nigeria;
  • To determine the elements of the National oil Spill Contingency Plan (NOSCP) that requires implementation of technical systems;
  • To establish technical implementation needs for oil spill detection, characterization, monitoring and clean-up;
  • Laboratory test methods for oil signatories and containment media;
  • Oil spill site restoration certification procedures;
  • Disposal methods for oil contaminated oils and other materials.

Submission of Bids

Bids should be sent using the two envelop system (technical and financial bids separately) on or before 16th August 2010. The Lot number and project title should be clearly written on the top left corner of both envelopes. Bids should be addressed and submitted to:
