Invitation for Prequalification for Engineering, Procurement and Construction (EPC) for the NNPC/MPN joint Venture Power Project (“JVPP”) Power Plant at Qua Iboe Terminal, Ibeno (located on the Coast 20km southof Eket), Akwa Ibom State, Nigeria.

The NNPC/MPN Joint Venture intends to build, own and operate a nominal 500 MW fuel gas fired gas turbine based Power Plant in proximity to the existing MPN Qua Iboe Terminal (QIT), Ibeno, located on the coast 20 km south of Eket in Akwa lbom State.

The Power Plant will provide 330kV export power to the Nigerian national power grid. It is intended that the Invitation To Tender (ITT) for the EPC Contract for a simple cycle power plant, which is expandable to combined cycle, will be issued in fourth quarter 2010. We are interested in each bidder’s capabilities and experience with both simple cycle and combined cycle power plants.

Mobil Producing Nigeria Unlimited (MPN), on behalf of the NNPC / MPN Joint Venture (JV), invites those reputable engineering, procurement and construction (EPC) companies that have: a) the requisite experience and skills, and b) the interest in providing lump sum EPC services for the JVPP Power Plant, to each submit written requests for a pre-qualification package from the NNPC / MPN Joint Venture.

1.0       JVPP Power Plant Scope

The  JVPP  Power  Plant  scope;  without  limitation;  will  consist of the following:

a)         Engineering, detailed design, procurement, installation, commissioning, start-up and performance testing  of a nominal 500 MW (at site conditions) fuel gas fired simple cycle gas turbine based power plant, expandable to combined cycle, complete with gas turbine generators and auxiliaries, site fill, balance of plant (BOP) equipment,   near-shore  material  offloading  facility,  plant  utilities  including interconnects, plant buildings, controls for gas turbines and BOP equipment, electrical equipment, 330KV substation, and a Project Camp to support the project during construction; portions of which may be retained for use by plants operations and maintenance staff.

b)         As an option, engineering, detailed design, procurement, installation, commissioning, start-up and performance testing of the balance of plant required for a fully integrated combined cycle power plant. As part of this bid, Bidders are required to optimize between both energy efficiency and the project’s capital cost.

c)         Connections to a 330KV double circuit transmission line (TLine) between QIT, Ibeno and Ikot Abasi to be connected to the Nigerian electric power grid at Ikot Abasi. Construction of the Transmission Line is a related project and is the subject of a separate advert and Pre-Qualification package.

d)         Tie-in of the 330kV TLine (to be constructed by others) into and the construction of two new bays at PHCN’s planned substation (construction in progress by others) at Ikot Abasi.

e)         Brownfield fuel gas piping across QIT

f)         Installation of associated utility services e.g. .compressed air, water wells and water treatment, wastewater and sanitary treatment, firewater system and pumps, and essential diesel generators. The work scope also includes the installation of a gas turbine building(s), control budding, maintenance / warehouse busting, balance of plant electrical control budding, electrical substation and hydraulic placement of up to 500,000 m3 of fill sourced from nearby pond.

g)         The power plant’s design will be based on the selected EPC’s power industry specifications as modified by Owner’s Requirements. The fuel gas piping work across QIT will be based on ExxonMobil Global Practices (GPs) as modified by Owner’s Requirements.

h)         Complete civil works construction for the power plant including foundations, sound attenuation enclosures (as needed), structures, stormwater retention  ponds, and drains.

i)                    Provision of a Long Term Service Agreement (LTSA) for the power plants major equipment, including Gas Turbine Generators (GTGs) (and steam Tubine Generator(s) (STGs), etc for combined cycle power plants and their ancillary equipment LTSA to be through second major overhaul of GTGs or longer and shall address both Factored Fired Hours and Factored Starts operating bases.
