Consultancy Services for Development of Media/Publicity Sensitization and Awareness Program for the Lagos State Water Regulatory Commission (LSWRC) under the 2NUWSRP Lagos Component
This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 673 of February 28, 2006 on-line and in DG Market.
The Lagos State Government of Nigeria has received financing from the International Development Association through the Federal Government of Nigeria toward the cost of the Second National Urban Water Sector Reform Project and intends to apply part of the proceeds for Consultancy Services to Carry-out Capacity Building Related Services to Lagos State Water Regulatory Commission.
The service is for Development of Media/Publicity Sensitization and Awareness Program for the Lagos State Water Regulatory Commission. It is estimated that a maximum of Six (6) months of consulting services inputs will be required.
Objective of the Assignment
The objective of this assignment is to avail the LSWRC of Technical Expertise required for the development and implementation of public Sensitization and awareness Programmes that will ensure a continuous and seamless interface between the Commission and stakeholders. In furtherance of the objectives of the commission, she must endeavor to reach every member of the Public Since water is a resource that is required by every member of the society. The programmes developed must enable adequate mechanisms for consultation and feedback to ensure proactive sector development, planning and other necessary regulatory tools.
Scope of Services consist of:
The Consultant shall provide support to the LSWRC as follows;
- Design of creative concepts and ideas for communication campaigns
- Media planning, purchase and placement services
- Monitoring of media placements and management of post interface impact
- Technical advisory services on all media and publicity programmes of the commission including workshops and other types of public interface
- Development of Informative, educative and communication materials for public Sensitization and awareness for all aspects of the Commission’s activities and mandate
- Proposal on Consumer relationship management and interface for optimal effect within a specified period.
- Proposal on budget for media purchase
- The Consultant shall implement the public Sensitization & awareness program, monitor its impact and submit the impact assessment report.
The Consultant will also undertake any other duty or assignment that will ensure the successful implementation of the project in line with the Contract Agreement, Specifications and International Best Practices.
The Lagos Water Corporation now invites eligible consulting Firms to indicate their interest in providing the capacity building related services as described above. Interested consultants must provide the following information indicating that they are qualified to perform the services:
1. Brochures,
2. Description of similar assignments,
3. Experiences in similar conditions,
4. Availability of appropriate skills among staff etc
Consultants may associate to enhance qualification
Consultants or Consortium will be shortlisted in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of consultants by World Bank Borrowers, May 2004, revised October 1, 2006 & May 1, 2010.
The Expressions of Interest should be submitted in hard copies, one original and four copies and not by electronic mailing. Interested firms may obtain farmer information at the address below during office hours between 9:00am and 3.00pm.
