Consultancy Services to Carry-out Capacity Building Related Services to Lagos State Water Regulatory Commission under the 2NUWSRP Lagos Component.
This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 673 of February 28, 2006 on-line and in DG Market.
The Lagos State Government of Nigeria has received financing from the International Development Association through the Federal Government of Nigeria toward the cost of the Second National Urban Water Sector Reform Project and intends to apply part of the proceeds for Consultancy Services to Carry-out Capacity Building Related Services to Lagos State Water Regulatory Commission.
The service is for Capacity Building Services to the Lagos State Water Regulatory Commission. It is estimated that a maximum of Six (6) months of consulting services inputs will be required.
Objective of the Assignment
The assignment is focused on the need for the implementing Agency the Lagos State Water Regulatory Commission to be better equipped to carry out its regulatory functions in regulating the delivery of water and waste water services to the teeming population of Lagos State. The selected consulting firm will therefore be expected to identify, design and implement capacity enhancement solutions that will scale up the competencies of the staff of the Commission in the discharge of their functions, as well as other methodologies that may be identified for ensuring that the Commission adopts international best practice in the delivery of its mandate.
1.0 Scope of Services consists of:
1.1 Study Tours: Study tours as capacity enhancing tool emphasize experiential learning and offer both group and self-directed activities that enable learners to have first-hand, practical experience and exposure to systems, processes and practices of the target organizations as well as to the people driving those organizations. In the choice of the destination(s) for the Tours, the Consultant shall focus on institutions and itineraries that offer global, relevant best practices that can maximize participants1 overall experience
1.2 Local functional Training:
The local functional training is expected to provide skills, attitudes and capabilities vital for ensuring significant and consistent service delivery both in the immediate and long term. The internal capacity development efforts will involve
(i) conduct of a training needs assessment for staff of the Commission;
(ii) training programme formulation and action/implementation plans;
(iii) internal training workshops and other activities; and
(iv) staff participation in locally available training courses.
The courses to be implemented will be selected based on the outcome of the needs assessment. To be effective, the duration for each course shall not be less man 5 days,
1.3 International Training: A combination of customized and scheduled training programmes to be conducted in leading international training institutions with track record of offering value-added, relevant and cost-effective training in infrastructure regulation, water and waste water resources management and organizational development
1.4 Progress Reporting: Daily, weekly and monthly reporting on overall project activities detailing progress of training programs, impact of training in relation to set objectives.
The Consultant will also undertake any other duty or assignment that will ensure the successful implementation of the project in line with the Contract Agreement, Specifications and International Best Practices.
The Lagos Water Corporation now invites eligible consulting Firms to indicate their interest in providing the capacity building related services as described above. Interested consultants must provide the following information indicating that they are qualified to perform the services:

2. Description of similar assignments,
3. Experiences in similar conditions,
4. Availability of appropriate skills among staff etc

Consultants or Consortium will be shortlisted in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of consultants by World Bank Borrowers, May 2004, revised October 1, 2006 & May 1, 2010.
