Invitation for Expression of Interest (EOI) for the Operations & Management of Ferry Terminals through Public-Private Partnership (PPP) Arrangements
1.0 Background
The Lagos State Government (LSG) as an integral part of its vision and policy thrust has embraced the Public-Private Partnership (PPP) model as a Key strategy for the accelerated delivery of its public infrastructure.
Lagos, with a population of over 20 million people and projected to be the 3rd largest megacity in the world within the decade hitting the 25 million population mark, is Nigeria’s economic and commercial nerve-centre. With this anticipated increase in population, there is a need for an effective intermodal transportation infrastructure within the context of the LSG Transport Master Plan.
Ferry operations have proven worldwide to be an environmentally friendly effective mode of relieving road transport congestion for passenger traffic. The physical environment of Lagos comprising of 22% lagoons and water bodies makes it well-suited to leverage water transportation as an integral part of its transportation system.
The Lagos State Waterways Master Plan currently makes provision for 11 major ferry routes amongst which include: Marina to Mile 2, Ikorodu to Addax/Falomo, Ikorodu to Ebute-Ero, Badore to Ijede, Badore to Five Cowries and Mile 2 to Marina/CMS.
The State has 61 registered ferry operators and an estimated ferry ridership of 1.2 million passengers a month. To cater for growing demand, the LSG through the Lagos State Waterways Authority (LASWA) is desirous of concessioning the following ferry terminals for Operations & Maintenance (O&M):
[A] Ipakodo (Ikorodu) Consists of 18,000sq.m. floor space and an estimated 200 car parking lots. It is equipped with a fuel dump and ample provision for retail outlets including shops, banking halls, restaurants etc. 95% completion.
[B] Mile 2 Consists of 6,200 sq.m. floor space and an estimated 200 car parking lots. It is equipped with a fuel dump and ample provision for retail outlets including shops, banking halls, restaurants etc. 100% completion.
[C] Badore Consists of 24,000 sq.m. floor space and an estimated 250 car parking lots. It is equipped with a fuel dump and ample provision for retail outlets including shops, banking halls, restaurants etc. 80% completion.
[D] Osborne – Consists of 14,500 sq.m. floor space and an estimated 170 car parking lots. It is equipped with a fuel dump and ample provision for retail outlets including shops, banking halls, restaurants etc. 60% completion.
Each of the terminals is also fitted with a Slipway for vehicles, goods and services.
On behalf of the LSG and within the context of the State’s extant procurement PPP laws, LASWA now invites Expression of interest (EOI) from reputable and experienced operators either as an individual firm or in a consortium, to participate in a competitive tender process for the Operations and Management Concession of the Ipakodo (Ikorodu), Mile 2, Badore and Osborne Terminals.
The execution of the project will be for a defined concession period under the O&M model. Firms or Consortia can submit their EOI for each or a combination of the Terminals.
2.0 Project Scope
The requirements for the execution of the Project will include but not limited to the following:
[A] Ensure compliance with all statutory requirements and relevant procedures of LSG
[B] Responsible for the Operations and Maintenance of the Ferry Terminals in conformity with best practices against established benchmarks of performance which incentivise delivery and penalize shortcomings.
[C] Ensure that the use of the ferry terminal is in strict conformity with the extant Health, Safety, and Environment (HSE) standards as well as such other regulations as may from time to time be issued by LASWA.
3.0 Requirements from Interested Parties
For pre-qualification, prospective firms or consortia must possess relevant experience in the development, operations and management of Water Transport Schemes or similar facilities. They are required to submit comprehensive information as follows:
- Full name and nationality (country of registration) of the company and contact person, postal address, telephone, and e-mail addresses.
- Ownership structure including name(s) of shareholders and percentage shareholdings.
- Company registration including Certificate of Incorporation, certified true copies of Memorandum and Articles of Association and CAC Form CO7 or the equivalent.
- Most recent 3 -Years Audited Financial Statements and latest Management Accounts.
- Evidence of Company Tax Clearance Certificate for last 3 Years/Value Added Tax (VAT) Registration Certificate & VAT Remittances for last 3 Years
- Evidence of available financing/access to credit line
- Project team, including specialist consultants and a list of key personnel and organizational chart, their qualifications and relevant experience.
- Evidence of 5 Years previous experience in carrying out similar works in the operation and maintenance of ferry terminals, including the following details:
(i) Name of Project, Brief Description and Client, (ii) Scope of Work,
(iii) Nature of Contract (PPP, lump sum etc.), (iv) Name and address of related client’s referee.
- Proposed outline business/operational model.
It is pertinent to note that preference shall be given to submissions that demonstrate exceptional value for money and operational innovations.
4.0 Submission of Expression of Interest (EOI)
Interested firms may obtain further information at the address below during office hours between 09.00 am to 5.00 pm or by electronic mail.
The EOI submission should include:
One (1) original hard copy with five (5) other hard copies & One (1) soft copy to be delivered in a sealed envelope and submitted on or before 6th May 2013 to the address below, by 12 noon Nigerian time on the said date.

It should be noted that this invitation does not constitute a commitment on the part of LSG and/ or the LASWA to award the project to any firm or consortium expressing interest.
Furthermore submission of the documents shall not entitle any of the interested parties to any claims against LSG and/ or LASWA by virtue of such firm or consortium having responded to the EOI invitation.
All costs incurred by respondents as a result of this EOI invitation and any subsequent requests for information shall be for the respondent’s account only.
