Invitation for Bid for the Proposed Minna City Tower
1.0 Introduction
The Niger State Government, as part of its effort towards re-positioning the state and making it one of the top economy endowed state in the country and in further pursuance of her economic agenda for the people of the Niger state, is desirous of constructing a tower referred to herein as the Minna City Tower’, located at old Minna Central Market along Paiko Road, Minna, Niger State.
The Niger State Government now invites the underlisted contractors with experience in similar and like projects, whose selections are as detailed below, to participate in the Proposed Minna City Center in Niger State.
2.0 Project Description
2.1 (Generally
The Proposed Minna City Tower is conceived within the local calabash and “ludayi” concept, housing communal facilities at the lower levels and observatories and restaurant along the tower section which rises up to 70 metres above ground level.
2.2 Design Responsibility
Within the provision of the contract for this project and as stipulated therein the contract conditions, the successful contractor shall be required to provide detailed designs of Structural and Engineering Service of the Tower in line with outline design and specification given by the consultants referred in the contract conditions:
2.3 Construction
The work includes the construction of the Minna City Tower consisting of concrete and steel structural frames, main central core in concrete and steel elements on raft and pile foundations, both lower and tower sections constructed in precast concrete and structural steel skeleton? covered in AIAK’OBOND cladding. The observatories and restaurant are cladding in clear sheet glaring The work also comprises vertical transportation system, ventilating system, mechanical and plumbing installations, communication and fire fighting installations amongst other.
3.0 Procurement Method and Procedures
3.1 Procurement Method
Owing to the specialised nature of the project and advantages derivable therefore, the restrictive procurement method as stipulated by the BPP is adopted for this procurement process.
3.2 Selection of Invited Contractors
The invited contractors were selected on the basis of evidence of execution of projects of similar nature and character. The listed contracting firms meet the initial criteria of experience and expertises which the Niger State Government is optimistic will provide the needed value for public money in the execution of the Minna City Tower in terms of economy, efficiency and effectiveness. 3.3 Procurement Procedure
The procurement process constitutes two parts: the competitive part and the design intention and negotiations part, the latter shall apply only upon the the successful selection of a suitable contractor and shall eventually lead to award. In the first part, the invited contractors who respond to this advertisement shall be engaged in competition via the submission and evaluations of tender documents listed below for the purpose of selecting the tenderer that gives value for money in line with the provisions set out in the instructions to persons tendering and the tendering documents.
Due to the requirement of this procurement process requiring a contractor’s designed portions, the successful tenderer will be required to submit the design intentions and upon approval by the client will engage in signing the contract incorporating further design related obligations and rights as maybe be negotiated before the execution of the contract.
4.0 Participation and Documentation
4.1 Right to Participate
All the contractors listed above have been earlier informed of their short listing to participate in this procurement process, and are thereby eligible to participate.
However, at any time before the final date of submission of tender documents as stipulated herein, the Niger State Government has the exclusive right to exclude any of the invited contractors from the procurement process and may also cause the entire process to be cancelled without prior notice.
Participation does not translate to automatic award and the Niger State Government is not in any obligation to accept the lowest tenderer. Selection and contract award shall be guided by the evaluation criteria set out in the bidding documentation and process.
4.2 Documentation Required
Detailed information about company should include certification of incorporation, values and mission statement, ownership structure. Information on Financial status and indicators of firms for the last three years including audited income statement, tax and statutory fees paid, bunk reference to access to financial credit etc
Information on experience and reference from previous clients for similar projects
Information on the management structure and operational capabilities of the firm including the formation of project team, its membership and experience of each member, capacity and capability to undertake the design aspect, work methodology etc.
Information on equipment/plants for use on the project with full evidence of lease agreement or ownership etc
5.0 Tendering documents-Obtaining and Submission
5.1 Collection of Tender Documents
The invited contracting firms are requested to collect complete set of tendering documents from the Office C/O Hononurable Commissioner Ministry of Works and Infrastructural Development collection for which commencement at the date of this advertisement.
5 – 2 Manner of Submission
The technical and financial tender proposal must be prepared as separate document as provided for in the Instruction to Tenderers …… copies of
technical and financial proposals must be SEPARATELY packaged in sealed envelopes, clearly marked as either “Financial or Technical Proposal” as appropriate and put together in a SINGLE (bigger) envelope which should be marked TENDER FOR THE PROPOSED MINNA CITY TOWER’ and addressed to the Hononurable Commissioner Ministry of Works and Infrastructural Development, Niger State within working hours on or before 12.00 noon on the 14th November, 2012.
All tenders will be opened immediately after the deadline in the Conference Hall, Ministry of-Works and Infrastructural Development before bidders and/or their representatives in attendance
