Invitation for Bids
1.0 Introduction
The corporate Affairs Commission is a statutory organization established by the Companies and Allied Matters Act, 1990. It is empowered by the Act to Register, Regulate and Supervise companies in Nigeria.
The commission in compliance with the directive of the Federal Government through the Financial Reporting Council of Nigeria (FRCN) wishes to invite Technical and Financial bids from qualified consultants with excellent track record of experience and performance for the purpose of Technical and Technical and Advisory services on International Financial Reporting Standards (IFRS) implementation
2.0 Scope of Work
The corporate affairs commission seeks to adopt the International Financial Reporting Standards (IFRS) in the preparation, presentation and reporting of its financial statement as follows:
a) Carryout clear assessment and identification of specific infrastructure required. These should include:
- Regulatory framework.
- Legal framework
- Skill gaps and training requirements.
- Technology.
b) Specify bench mark for the above items in line with best practice.
c) To provide technical assistance to the Commission on the modalities for effective migration and adoption of the IFRS with timelines.
d) Provide necessary tool for the review and analysis of IFRS financial statement and report writing.
e) Framework for monitoring companies as it relates to IFRS.
3.0 Pre-Qualification Requirements
Interested firms should include in the submission:
a) Evidence of registration with Corporate Affairs Commission.
b) Full details of the company’s profile.
c) CV’s of key personnel, showing experience and technical qualification
d) Evidence of registration of the company’s and principal officer with the relevant professional bodies.
e) List and verifiable evidence of similar jobs previously handled, stating the values, clients, and reference persons.
f) Proposals should include methodology, work plan, cost, duration, and logistics in performing the assignment.
g) Tax clearance for three (3) years.
h) VAT registration certificate.
i) Full office address and GSM numbers of contact persons.
j) Companies Audited Account for 3 years.
k) Bank reference.
I) Evidence of financial capability or bank support.
m) Details of the scope should be obtained from Procurement Unit upon payment of N 100,000.00 non refundable fee, with a crossed bank draft (payable to Corporate Affairs Commission).
4.0 General Information
a) All cost incurred in the preparation and submission of proposal are to be entirely by the applicants.
b) Late submission will not be accepted.
c) Firms will be prequalified based on the provision of the Public Procurement Act 2007.
d) The organization reserves the right to verify the authenticity and accuracy of claims made in the submission.
e) The organization reserves the right to abort, accept or reject any prequalification, if deemed necessary to do so.
f) Only the pre-qualified firms will have their financial bids opened.
5.0 Submission of Proposal
a) Two proposals; the technical and financial proposals are to be submitted simultaneously in clearly marked sealed envelopes.
b) The work plan and methodology should be included in the technical proposal.
c) Professional fees charges, proposed expenditures and other cost should be stated only in the financial proposals.
d) Five copies of technical proposals should be submitted in one sealed envelope, clearly marked at the top left corner “Bid/Technical Proposals, for consultancy services on IFRS.
e) Five copies of the Financial proposal should be submitted in another envelope, clearly marked at the top left corner “Bid/Technical Proposal for consultancy service on IFRS.
f) The two proposals are to be submitted simultaneously on or before 21st November 2012 to:

Closing Date:
All submissions must be received at the above address on or before 21st November 2012. Please note that no bid shall be accepted after 4.00pm on the closing date.
Opening Date:
The Bid shall be opened on Wednesday 21st November, 2012 by 2.00pm at the Commissions Head Office, Abuja. Bidders, NGO’s and the Public are invited to the bid opening.
