Expression of Interest

1.       This Request for Expression of Interest follows the General Procurement Notice (GPN) for this Project that appeared in the dgMarket of 26th November, 2010.

 

2.       The Federal Government of Nigeria has received a credit from the International Development Association (IDA) for the implementation of Public Sector Governance Reform and Development Project. Ondo State is a beneficiary of the credit and intends to apply part of the proceeds of the credit for this assignment under the Public Financial Management Legislation Sub Component. The overall objective of the project is to promote good governance by improving quality, transparency and accountability in public financial management and human resource management systems in Ondo State.

 

3.       The assignment requires consultancy firms with Legal and Public Finance Management expertise whose specific tasks are as enumerated below. The two experts will be required to work as a team with the Public Financial Management Consultant as the Lead:

i.        Conduct a comprehensive review of all existing frameworks and statutory  provisions that currently govern the conduct of financial administration and management in the State public service with a view to identifying weaknesses and gaps in the current frameworks

ii.       Examine current Federal Government of Nigeria (FGN) initiatives such as the Fiscal Responsibility Act with a view to adapting them to needs and context of Ondo State.

iii.      Draft an organic public finance law which reflects the findings of the review, and the requirements of fiscal responsibility and transparency.

 

4.       The Ondo State Public Sector Governance Reform and Development

Project now invites eligible consulting firms to indicate their interest in providing the service. Interested consulting firms are hereby requested to submit a statement of capability indicating relevant experience on similar assignments in Nigeria or elsewhere. This should include, but not limited to, summary of CVs of its key staff, provision of company brochures, description of similar assignments carried out in the last five years, experience in similar conditions, availability of appropriate skills among key staff, etc.

 

5.       The consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bonk Borrowers (January 2011).

2.       Pre-qualification Requirement

Pre-qualification requirement are listed hereunder:

a.       Comprehensive Company Profile

b.       Evidence of registration with Corporate Affairs Commission

c.       Evidence of payment of tax for the last three years (2010, 2011 and 2012)

d.       Evidence of VAT registration

e.       verifiable proof of company’s financial capacity to deliver (Bank reference)

f.       Evidence of payment of training contributions to ITF Industrial Training Fund)

g.       Evidence of experience in previous relevant jobs

 

3.       Submission

Four (4) enveloped copies of technical submissions and an enveloped financial submission, all placed in a much larger envelope should be appropriately marked and submitted at the Corps Procurement Office, Federal Road Safety Corps Head Quarters, Wuse Zone 3, Abuja on or before 12.00 noon of Monday 15th July, 2013.

 

4.       Opening of Bids

Opening of bids shall take place on Monday 15th July, 2013 at 2.00pm in the general Conference Room (3rd floor) FRSC Headquarters, Wuse Zone 3, Abuja.

The Project Development Objective is to improve transparency, accountability and quality in public finance and human resource management systems, with a view to strengthen governance in participating states. Bauchi State Public Sector Governance Reform & Development Project intends to apply part of the proceeds of this credit for consultancy services.

The Services required are as follows:

 

(1)     Customized training on preliminary stages on Medium Term Expenditure

Framework/ Medium Term Sector Strategies MTEF/MTSS for lower/middle cadre Budget staff.

 

A. Objective

  • Enhanced Skills and expertise of Lower/middle Cadre Staff in the Bauchi State Ministry of Budget and Economic Planning on MTEF/MTSS.
  • Necessary skill and expertise for the preparation and implementation of a fiscally sustainable Budget using MTEF/MTSS Framework.
  • Skills improvement in the area of Economic policy. Implementation as well as Monitoring and Evaluation.

B. Responsibility

The consulting firm is required to expose participants to the rudiments of MTEF/MTSS knowledge and skills.

 

C. Minimum Qualification and Experience

  • A reputable consulting firm with key staff who have expertise in public sector budgeting and fiscal policies, strategies and accounting, in depth knowledge and experience of modern public financial management reforms for at least 10 years.
  • The firm must have a minimum of 12 years’ experience in public sector training.
  • The firm must make provision for modern training facilities including use of ICT.
  • The team leader must be Public financial Management specialist with at least Masters Degree or equivalent in any of Accounting, Social science, Management or related discipline with not less than 15 years relevant experience in public financial management and at least 5 years cognate experience in MTEF/MTSS and budgeting.
  • Other key staff must be professionally qualified and have at least Bachelor Degree or equivalent in Accounting, Social Science, Management or related discipline with minimum 8 years relevant experience in Public financial management, especially public sector budgeting and economic planning, and Public sector accounting.
  • The team leader and key staff must have professional qualifications like ACA, ACCA, CPA, etc.
  • CV of the team leader and key staff/resource persons, including specific experience in similar assignments must accompany the submission.

A consulting firm will be selected using Consultant’s Qualification (CQ) Method and in accordance with the procedures set out in Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits by World Bank Borrowers. January, 2011.

The objective of the assignment is to build the capacity of selected staff of the Office of the Accountant General and the Budget Office to be able to understand and apply the IPSAS relevant provisions in accounting and budgeting.

 

B.      Responsibility

The Consulting firm will be required to organize a customized training that will build the capacity of participants to the provisions of the adopted IPSAS accrual basis.

C.      Minimum Qualification and experience

  • A reputable firm with extensive expertise and experience in International Public Sector Accounting and modem public sector financial reforms for at least 10 years.

  • The firm must demonstrate experience of Knowledge of International best practices and experience in modem public financial Management reforms and transitions.
