Request for Expression of Interest (EOI)

 

Background

 

The Nigerian Electricity Regulatory Commission (NERC) invites interested and reputable consultancy firms for expression of interest for the various projects to be implemented in 2011 as stated below:

 

 

S/No Project Scope of Work
1. Consultancy on Dedicated TV and Radio Programme
  • To promote the on -going reforms in the sector as driven by  the Nigerian Electricity Regulatory Commission;
  • Develop a prime time television programme to serve as the vehicle which will seek to clarify the mandate of the commission;
  • Develop radio programmes to promote NERC activities, x- ray challenges and enlist the support of the public,

 

2. Engagement of Event Managers for Power Consumer Assemblies across the country. Sourcing and arrangement of the venue and d ecorationof hall;

Master of ceremony function;

Ensure   that all printed materials, decorative items (banners, flexi -banners  etc) for the venue are well packaged sent to the venue and evacuated after events;

Procurement of Rapportuers and submission of a professional Report of the event;

Arrange for high quality video and photo coverage (6 DVDs and 2 Albumsof a minimum of 100 different shots).

 

3. Engagement of External  Auditor

 

The Auditors appointed shall:

  • Provide an opinion on whether proper accounts and other records relating to such accounts are kept in respect of the Commission’s activities, funds, and property
  • Provide an opinion on  whether the annual financial Statements for the commission have been prepared in accordance with the relevant statements of accounting standards issued by the Nigerian Accounting Board (NASB), International Accounting Standard in accordance with the Electric Power Sector Reform (EPSR) Act, 2005, Financial Regulations of the Commission and any other relevant Laws.
  • Submit report within six months after the end of each financial year.

 

4. Engagement of Consultant to develop Generation Resources Compendium for the power Sector. The exercise is to:

  • Source for all   generation resources potentials indicating their capacity, locations quality/intensity, etc
  • Document findings as a compendium and proffer ways to utilize the resources in the Nigerian Power Sector
  • Review various studies conducted by Energy Commission of Nigeria, UNIDO, Federal Ministry of Water Resources, USTDA, Multinationals and other government and non governmental agencies,
  • Sample best practices in other countries to enrich the compendium and enhance its utilization.

 

 

5. Engagement of consultant to develop Regulation on Network Construction Standards and harmonization of the Electrical Installation Regulation(s.i. 5 of 1996 Electric Act.

 

Review current situation and develop regulations on:

  • Electrical equipments & installation
  • Civil structure and materials selection on transmission Distribution system constructions.

 

6. Airtime purchase and monitoring for jingles in 21 Nigerian languages.

 

  • Identify and recommend radio stations, with minimum 30% of captive audience in locations where the local languages are spoken
  • Place purchase orders for airtime in the selected stations and monitor airing
  • Conduct surveys on audience penetration and submit recommendation on success of exercise

 

 

 

Eligibility Criteria

NERC now invites consultancy firms who are eligible with the Public Procurement Act 2007, to indicate their interest in any of the above services. Interested firms must provide a statement of capability and experience in the related fields indicating  that they are qualified to perform the services (in form of statement of statement of experience on similar assignments, availability of appropriate skills among staff etc ) including the documents listed below:

a)       Registration with Corporate Affairs Commission

b)      Current Tax Clearance Certificate and Vat Registration

c)       Audited Accounts for the preceding 3 years (2008 2010)

d)      Evidence of financial capability and banking support c

e)       Evidence of remittance of staff pension deductions in line with the pension Reform Act 2004)

f).      Evidence of relevant previous experience in similar services undertaken within the last 3 years to include photocopies of award letters, evidence of successful completion and contact addresses of project supervisors

g)       Detailed  company  profile,   including  evidence  of technical   competence curriculum, vitae of professional staff proposed for the projects, academic and professional certification,

h)      Any additional information that would enhance the chances of pre-qualification of the firm.

 

Submission of Documents

1.       Expression of Interest (EOI) documents should be provided in two copies and neatly bound in two separate A4 booklets

2.       The documents should be arranged in the order listed under the eligibility criteria listed above in each booklet

3.       Expression of Interest (EOl) should be placed in a sealed envelope marked

“Expression of interest for ……….(Staff Project)” and addressed to:

4.       Firms responding for more than one  project should submit separate applications for each project

5.       Expression of Interest (EOI) should be submitted on or before  June 15th 2011 by 12 noon.
