Invitation to Tender for NDIC Depositor Protection Awareness Radio and Television Jingles

Introduction

The Nigeria Deposit Insurance Corporation (NDIC) was established under NDIC Decree No. 22 of 1988 (now NDIC Act No. 16 of 2006) and mandated to insure deposit liabilities of licensed banks and such other deposit-taking financial institutions in Nigeria. However, since the NDIC commenced operations in 1989, it has been experiencing serious challenges, particularly, the low-level public awareness on its mandate and activities. It is on the basis of these developments that a continuous and sustained public enlightenment campaign on the benefits and limitations of the deposit insurance scheme in Nigeria is considered very desirable.      Consequently, the Corporation hereby invites interested, reputable and competent media consultants to bid for the production and placement of the depositor protection awareness television and radio jingles.

Target Audience

The target audience includes but not limited to the following:

  • Depositors of Insured Deposit Money Banks, Microfinance Banks (MFBs) and   Primary Mortgage Institutions (PMIs)
  • National Assembly
  • Business Community
  • Tertiary Institutions
  • Women’s Associations, NGOs, etc
  • Labour Unions and Other Pressure Groups
  • Mass Media

Duration and Scope

The proposed television programme will cover a period of one (1) month. The jingles will be pre-recorded in four (4) local languages, including Hausa, Yoruba, Igbo and Pidgin English after which each local jingle will be edited and placed in selected television stations nationwide.

Bid Requirements

Interested bidders must satisfy the following minimum requirements:

  • Evidence of Registration with Corporate Affairs
  • Commission (CAC) in Nigeria.
  • Your Company’s Three years’ (2007-2009) Tax Clearance Certificate.
  • Your Company’s Tax Payer’s Identification Number (TIN).
  • VAT Registration Certificate.
  • Evidence of VAT Remittance.
  • Evidence of Financial Capability or Bank Support.
  • Certified 3 years Audited Accounts/Statement of Affairs.
  • Sworn Statement indicating that your company is not in receivership.
  • Sworn statement that none of the Directors of the Company is convicted of any fraudulent activity.
  • Company Profile; indicating personnel with relevant skills attached with their CVs.
  • Company Understands of the Job.
  • Verifiable Past Similar Experience.
  • Implementation Approach/Work Plan.
  • Evidence of Compliance with Pension Act.
  • Any other relevant information/documentation.

Plot 447/448, Constitution Avenue, Central Business District, Abuja upon payment of N10, 000.00 (Ten Thousand Naira Only) non refundable fee in bank draft payable to Nigeria Deposit Insurance Corporation, Abuja,

Submission of Tenders

Five (5) copies of the Technical and Financial Tender Documents should be submitted in separate sealed envelopes clearly marked “Technical Bid” and “Financial Bid” respectively, both put in a third sealed envelope, marked “Technical and Financial Tender for NDIC Depositor Protection Awareness Television And Radio Jingles” and should be addressed to:

The Tender Document must be submitted on or before 4:00 pm on 31st August, 2010. Bidders are expected to sign a register before dropping their bids in the tender box. Any bid submitted after the date or time state above stands disqualified. Submission of tender by post is not acceptable.

Additional information

  • Failure to satisfactorily meet the conditions in the tender document will result to invalidation of such tender.
  • Tender for the items should be in accordance with the detailed description in the price schedule.
  • NDIC shall reserve the right to verify the authenticity of claims made by bidders and to disqualify any bid based on false or unverifiable claim or information.
  • NDIC shall not be liable for any expenses incurred by prospective bidders in preparing the tender documents, and
  • This advert also serves as invitation to any interested NGO and members of the general public who may wish to witness the opening exercise.

Opening of Tenders

The tenders opening session shall be at 5:00 p.m. on the closure of the submission. Representatives of tender hereby requested to be present.
