Invitation for Expression of Interest/Prequalification for the Formulation of Local Content Policy for the JDA
In line with the vision of the Nigeria Sao -Tome and Principe Joint Development Authority, to attain regional African Cooperation and integration through the development of economic resources, the authority hereby extends invitations for expression of interest to formulate a local Content policy for the Nigeria Sao Tome and Principe Joint Development Zone (JDZ).
3. Objective of the Policy
The JDA is desirous of developing a well articulated local Content Policy Document, which would act as a catalyst for the transfer of technology, provide jobs and value creation by way of participation, in all oil and gas and other related services as well as non-hydrocarbon sectors in the JDZ.
2. Scope of work
The consultant will interpret the JDZ treaty and applicable regulations, conduct surveys, assessments of existing resources, skill levels, competence and financial
capacities amongst others of service providers within the state parties.
The documents must proffer suggestions for capacity building and targeted trainings with clean achievable and measurable targets.
There will be a provision for the inclusion of state part content at every stage of the project.
The policy document will guide on implementation of the policies for effectiveness and maximum benefits. This implementation will require coordination between the state parties, JOA and Contractors.
For the purpose and effective monitoring and enforcement the proposed document should have supporting regulations that will assist the JDA In monitoring of these policies, compliance, effectiveness and milestones achieved including penalties for non compliance.
Keeping up with the targets set, the documents will also advice on how to identify and measure key performance indices for the Implementation of the policy.
3. Terms of reference
(a) Develop policy that will ensure the maximum participation of local businesses and the use of local goods and services for all activities in the JDZ including hydrocarbon and non-hydrocarbon related activities.
(b) The Policy should take into cognizance the difference in infrastructure/competency level of Nigeria and Sao Tome and Principe,
(c) Policy should incorporate the provisions of existing Model Production Sharing Contract (PSC) and other regulatory tools such as the Treaty, Petroleum and Tax Regulations, Environmental Guidelines that covers operations in the JDZ.
(d) Propose clear, measurable and achievable targets with a plan for monitoring and enforcement, incentives and sanctions regime.
(e) In carrying out the above, the consultant may work closely with the JDA and relevant government institutions in Nigeria and STP
4. Qualifying Criteria for Interested Consultancy firms/Consultants
The application should include the following:-
- Copy of certificate of incorporation in either Nigeria or in the DRSTP.
- Evidence of vendor registration with the JDA,
- Company profile (brochure). This must Include resume’ of key technical personnel.
- Past experience with similar jobs done in the Oil and Gas industry, fisheries, solid minerals and other relevant sectors,
- Time within to deliver the assignment.
- Cost/Fee
- Any other relevant information.
