Invitation to Tender

The Federal Government of Nigeria has made provisions in the 2011 Appropriation Act for me implementation of some projects by the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). The Agency is therefore inviting tenders from competent firms/organizations in the following categories:

A.        Services

I.          Entrepreneurship Development Programme.

 

Scope of Work

The Programme is designed to enhance the capacity of existing, alling and new enterprises through the provision of training and other elements of MSME Development cycle crucial for sustainable enterprise growth. The programme aims at accelerating employment generation and economic development. It would be held in the 36 states and the FCT as follows:

II.        Training of Trainers (TOT)

Scope of Work

In continuation of its drive to increase and update the management techniques of Enterprise Development Services Providers (EDSPs), the Agency will enhance the capacity of relevant Non Governmental Organizations (NGOs), private firms, Business Membership Organizations (BMOs) and other stakeholders to acquire comprehensive small business management competences with emphasis on training, counseling and mentoring. All the  six (6) geopolitical zones (GPZs) will be  covered. The Lot  numbers are as  follows:

 

Lot 1: North-West Geo-political zone

Lot 2: North-East Geo-political zone

Lot 3: North-Central Geo-political zone

Lot 4: South-East Geo-political zone

Lot 5: South-West Geo-political zone

Lot 6: South-South Geo-political zone

III.      Special Intervention Programme (SIP) Phase II in Oyo State

Scope of Work

This collaborative intervention would enhance the vocational capacity of women groups in the thirty-three (33) LGAs in Oyo State. Like the Agency’s other entrepreneurship development programme, this intervention will consist of pre-training, training and post training activities. The target for the programme would be non-literate, middle-aged women.

The programme has the following Lots:-

Lot 8: Akinnyele/Lagelu

Lot 9: Lagelu/Egbeda/Ono-Ara

Lot 11:            Ibadan South-west/lbadan North-west

Lot 12: Ibadan North-east/Ibadan South-east

Lot 13: Ibarapa East/ldo

Lot 14: Ibarapa Central/Iborapa North

iv.      Unemployed Youths Empowerment Scheme (Pilot) in 13 LGAs of Oyo North

Scope of Work

As part of the effort to develop sustainable grassroots enterprises, the Agency intends to build the core competence of unemployed youth groups. It is designed as a special intervention programme that would build on the gains of earlier programmes carried out in 13 LGAs of Oyo South in 2010.  As a result of the success of the first phase of the programme, the Agency in spreading the intervention would now focus on 13 LGAs of Oyo North . The programme is expected to further build on the vocational skills of targeted youths in the 13 LGAs. The Lots are as follows:

Lot 6:  Atisbo

Lot 7: Iseyin

v.         Skill  Enhancement for Fabricators on Equipment Design and Fabrication (SETF)

Scope of Work

As part of the overall goal of increasing productivity of MSMEs fabricators through quality improvement; this intervention seeks to increase access to market share of Nigeria fabricators.

 

The training shall focus on quality improvement, wastes reduction and the consequent increase in profitability and sustainability of the Indigenous fabrication enterprises.

 

Two states (one each from North and South) are to be covered and the Lots are as follows

Lot 1: Delta State

Lot 2: Kaduna State

 

vi.      Promotion  of  Access  of  MSMEs  to   Renewable   Energy Application (PARE)

The programme aims at building the capacity of technologically biased entrepreneurs on the design and construction of the solar water heaters/cookers with emphasis on practical/commercial viability. Other objectives include ensuring increased prof itability competitiveness and sustainability of MSMEs in this sector. The training shall focus on reducing the cost of energy deployed in Agricultural and agro allied enterprises in order to increase output, reduce costs of preservation and increase quality of products.

The programme would be conducted fn two locations (one state each from North and South) and the Lots are as  follows:-

Lot1:   Benue State

Lot 2:  Ogun State

 

Rural Enterprises Development Initiative (REDI)

 

Scope of Work

The programme aims to engender the development of rural based enterprises through the enhancement of the core competence of micro entrepreneurs with desired skill sets. The programme would take place in 13 states of the country as follows:

Lot 2:  Bayelsa

Lot 3:  Osun

Lot 4:  Ondo

Lot 5:  Jigawa

Lot 6:  Kaduna

Lot 7:  Anambra

Lot 8:  Ebonyi

Lot 9:  Bauchi

Lot 12:            Kwara

Lot 13:            Oyo

 

vii.       Enterprise  Support Services for Micro, Small and Medium Enterprises (MSMEs)

In line with the component of the MSME Development Cycle the Agency intends to build on the Entrepreneurship Training provided to potential beneficiaries &y Inking them with sources of finance, workspace and machinery/equipment. Further to this goal prospective consultants will mentor, coach and package respective MSMEs for onward referral to the Agency’s partners that will provide the specified support. The Programme would cover all the enterprises that have benefited from the Agency’s 2011 intervention cycle in the six (6) geo-political zones of the country.

viii.      Review of the National Policy on Micro, Small and Medium enterprises (MSMEs)

Background

In order to have a clear policy direction on MSMEs development in Nigeria the Agency developed the first ever National Policy on MSMEs in conjunction with the United Nations Development Programme (UNDP) and other stakeholders. The National Policy envisions an MSME sub-sector that delivers optimal benefits of sustainable growth, employment generations, wealth creation and poverty reduction in the domestic economy while maintaining international competitiveness. Section 5.3 of the Policy provides for the review of the document after 3-5 years of implementation. This is important so that the Policy can capture unfolding economic and social imperatives affecting MSMEs in Nigeria.

 

Scope of Work

Lot 1:

The programme is therefore, aimed at engaging a reputable consultant who will undertake the comprehensive review of the existing document by holding policy review consultations in the six (6) Geo-political zones: requesting, collecting and collating inputs from relevant stakeholders; adopting international best practices: recommending appropriate incentives for MSMEs development; proposing o framework for the establishment of appropriate and specialized funding windows for MSMEs; recommending implementation strategies and producing a new Policy document.

 

ix.        Capacity Enhancement Programme for SMEDAN Staff

Scope of Work

Lot 1:

The Agency as part of its continuous programme of enhancing the core competence of its personnel wishes to engage reputable training institutions to administer requisite capacity building. The programme would involve among other things:

  • Carry Training Needs Assessment (TNA) to determine appropriate training gaps, methodology for conducting the respective training and utilize most efficient and effective training delivery channel.
  • Conduct training and design appropriate framework for assessing/ monitoring the utilization of impacted skills.
  • Organize retreat in order to further articulate and disseminate ideas, information and strategies for deepening the Agency’s interventions as a follow-up to the training conducted for staff.

 

B   GOODS

Supply of Office Equipment and Fittings

The Agency intends to equip its zonal offices (in the six Geo-political zones) and the industrial Development Centre (IDC)/Export Processing Centre (EPC) at Wukari in Taraba State. The following are the Lots:

Lot 1:  Purchase of office equipment and fittings at IDC/EPC in Wukan (Taraba State)

Lot 2: Purchase of office equipment and fittings at North-East (Bauchi) zonal office.

Lot 3:  Purchase of office equipment and fittings of New-West (Kano) Zonal office

Lot 4   Purchase of office equipment and fittings at North-Central (Kogi) Zonal office

Lot 5:  Purchase of office equipment and fittings at South-South (Bayelsa) Zone Office

Lot 6:  Purchase of office equipment and fittings at South-West (Lagos) Zone Office

Lot 7:  Purchase of office equipment and fittings at South-East (Enugu) Zone Office

Lot 8:  Purchase of office equipment and fittings for the Agency’s Headquarter.

 

Pre-qualification Requirement

a.         Evidence of experience and understanding of the Lot being applied for.

b.         A comprehensive current profile of the firm with curriculum vitae of principal/technical officers, address of headquarters and branches (if any).

c.         Copy of Certificate of Incorporation (registration with Corporate Affairs Commission (CAC) and evidence of filling of current Annual Returns.

d.         Three (3) years Tax Clearance Certificate (2008, 2009 and 2010). (Tax Identification Number to be provided).

e.         Copy of Value Added Tax Certificate and evidence of remittance of VAT.

f.          Evidence of compliance with Pension Act provision.

g.         Evidence of financial capacity to execute the lot applied for.

h.         Three (3) years Audited Accounts (2008,2009 and 2010).

i.          Copy of Article and Memorandum of Association.

j.          Letter authorizing SMEDAN to make enquiries about any information supplied by the company.

k.         Detailed information on equipment/facilities of the firm

Any other information that will be useful in determining the  firm’s competence

 

Collection of Tender Documents

Interested firms ore to collect bid documents from the Secretary Tenders Board upon payment of non-refundable fee of twenty thousand Naira (N20,000.00) only.

 

Submission of Bid

The pre-qualification requirements should be sealed in a separate envelope and clearly marked ‘Pre-qualification Documents’

The technical bid document should be in another envelope sealed and clearly marked, Technical Bid’.

The financial bid should also be in a separate envelope, sealed and clearly marked ‘Financial Bid’

The name of the company should be boldly written on the reverse side of all the envelopes.

The closing date for the  submission of tenders is  on Tuesday, 3rd November, 2011 by 12 noon.

i.          Bidders or their representatives and other interested organizations/general

ii.         Only firms that comply with regulatory requirements would be considered ‘

iii.        Late submission will not be accepted.

v.         Failure to satisfactorily fulfill the conditions as requested above will result to the invalidation of such tender.

vi.        SMEDAN reserve the right to verify the authenticity of claims(s) made by any
