Invitation for Prequalification/Expression of Interest for the Projects under the 2012 Appropriation of the Ministry and ITS Parastatals

1.0         Introduction

1.1     The Federal Ministry of Water Resources through its Departments and Parastatals intends to carry out procurement for the various projects under its 2012Appropriation.

1.2    The Ministry therefore, wishes to invite prequalification/expression of interest documents from interested and competent bidders for the projects under the 2012 Appropriation with the scope of works categorized as follows:

• Lot 1:     Water supply consultancy
• Lot 2:     Water supply works
• Lot 3:     Dams and Reservoirs Operation consultancy
• Lot 4:          Dams and Reservoirs Operation works
• Lot 5:     Irrigation and Drainage consultancy
• Lot 6:    Irrigation and Drainage works
• Lot 7:     Water Quality Control consultancy
• Lot 8:     Water Quality Control works
• Lot 9:     General works
• Lot 10:   General goods
• Lot 11:   General services

2.0     Eligibility Criteria:

Bidders are to provide the following as minimum prequalification requirement for the project of their choice.

2.1     For Consultancy Services:

a)       Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association;

b)      Last 3 years 2009, 2010 and 2011 Tax Clearance Certificates.

c)       Evidence of Pension and Social Security Contribution and evidence of Remittances of employee pension:

d)      VAT Registration and Remittance;

e)       Detailed Company profile:

f)       Evidence of experience in at least (5) jobs of similar nature and complexity executed within the last five years with verifiable letters of contract award, evidence of payment and certificate of job completion

g)       Evidence of financial capability/reference letter from a reputable bank

h)      For Joint Venture, include Memorandum of Understanding.

i)       Evidence of registration with relevant professional bodies such as ARGON, COREN, ICCON or IPAN, etc.

j)       Full account details including SORT code;

k)      Possession of satisfactory Quality Assurances/Quality Control Manuals;

I)       Having annual Auditors Report for the last 3 Years (2009, 2010 & 2011)

2.2     For Goods

a)       Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association;

b)      Last 3 years 2009, 2010 and 2011 Tax Clearance Certificates,

c)       Evidence of Pension and Social Security Contribution and evidence of Remittances of employee pension;

e)       Detailed Company profile;

2.3     For Works:

a)       Evidence of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation and Article of Association:

c)       Evidence of Pension and Social Security Contribution and evidence of Remittances of employee pension

m)     Bidders are to provide evidence of ownerships/lease of relevant construction   equipment. Non compliance will lead to disqualification.

3.0     Collection of Prequalification/Expression of Interest Documents:

3.1.1 Qualified companies shall on written application collect (Standard Bidding/qualification Documents – Prequalification/Expression of Interest), from

4.0.    Submission of Documents:

4.1     Completed Technical and Financial bids (Two sets of hard copy and One Electronic copy in compact disk and Microsoft office) shall be submitted in sealed envelopes and labeled “Prequalification/Expression of Interest” marked “Project Name” at the top right hand corner and addressed to

4.2     The closing date for the submission in respect of all projects is on or before 12.00noon Monday 16th April, 2012

4.3     Prequalification and Expression of Interest will be opened same day by 1.00 p.m at a venue to be announced

4.4     Only firms whose prequalification and expression of interest documents fulfill the minimum requirements would be considered for the next stage
