Invitation for Expression of Interest (EOIs) Pre-qualification for Proposed Consultancy Services for the Assessment and Review of the Nigeria Regulatory Frame Work and Environment

 

Background

The Office of the Chief Economic Adviser to the President (OCEAP) is undertaking a comprehensive review   of the  Nigerian regulatory framework with a view  to assessing the extent to which existing regulatory framework are supportive of the Vision 20:2020 and Mr. President’s Transformation Agenda.  In this regard, the Office is seeking seasoned Economists Consultants to form a team that will work on each of the cluster listed below. Consulting Firms/Individuals will be selected in accordance with the procedures set out in the Bureau of Public Procurement Standard Request for Proposals for the selection of Consultancy Firms

 

Objective

The general objective of the study is to assess the existing regulatory-framework and develop modalities for improving regulations that protect public interests without stifling investment, growth, and other socio-economic activities.

 

Scope of the study

To achieve the stated objective and make the study manageable, the regulatory agencies are arranged into clusters as follows:

2 National Examinations Council, West African Education Council, Librarians’ Registration Council of Nigeria, National Universities Commission, National Commission for Colleges of Education, National Business and Technical Examinations Board, Universal Basic Education Commission, Teachers Registration Council of Nigeria, and Computer Professionals Registration Council of Nigeria, and other related agencies.

The cluster reviews will ultimately lead to a synthesis report that provides an integrated assessment of the regulatory framework as a whole.

 

Terms of Reference (TOR)

The TOR includes:

a)     Provide a comprehensive dossier and assessment of all existing regulations in the assigned cluster. The assessment shall include a review of the relevant Acts or other information guiding the actions of regulators;

 

b)    Undertake a detailed assessment of the practical implementation of regulations by responsible regulatory agencies overseeing specific activities;

 

c)     Ascertain the extent to which specific regulations promote or stifle socio-economic activities, especially job creation and inclusive growth in Nigeria;

 

d)    Align regulation in Nigeria with international best practices on regulation in specific activities;

 

e)     Provide practical and implementable recommendations for improving the nation’s regulatory framework and efficiency and effectiveness of regulatory agencies.

 

Requirements and Submission

  1. A detailed proposal of not more than 10 pages (1.15 spacing, 12 font size) on the methodology, work plan and proposed budget for the assignment;
  2. Copy of Certificate of Incorporation with CAC and Forms C07 for EOIs from firms

c.  Evidence of Registration with PENCOM and remittances to PFAs for EOIs from firms

d.  Evidence of Company Audited Account for the last 3 years for EOIs from firms

e.  Evidence of Tax Clearance Certificate for the last 3 years for EOIs from firms.

f.   Curriculum Vitae of the lead consultant as well as those of the team members.

g.  Company profile including ownership structure with the copy of Article of Association, Memorandum of Understanding, and Firm’s registration with relevant Professional bodies.

h.  Core competencies for firms.

i.   Any other relevant information to support the application.

 

The EOIs, Pre-qualification bid(s) must be submitted in two Hard Copies in a sealed envelope clearly marked “Expression of Interest” and Electronic Copy, indicating the cluster applied for and delivered on or before Monday, 24th September, 2012 to:

The soft copy should be forwarded to info@oceap.gov.ng . Bids shall be opened publicly at the OCEAP’s Conference Room by 10.00 am on Tuesday, 25th September 2012.

 

Please note that the submitted documents may be referred to the appropriate agencies for verification while the OCEAP reserves the right to invoke the express provisions of Section 28 of the Public Procurement Act (PPA) 2007 without incurring any liability to the bidder. The OCEAP will not be responsible for any cost or expenses incurred by any parties in connection with any response to this invitation and or the preparation or submission in response to any enquiry.
