Request for Expressions of Interest (EOI) Consultant Services for the Development and Implementation of a Communication and Public Participation Program

This request for expression of interest follows the General Procurement Notice for this project that appeared in the dgMarket web site, issue No. 1688882 of March 20th, 2007.
The Lagos State Government (LASG) through the Federal Government of Nigeria has obtained a credit from the International Development Association (IDA) of the World Bank Group to support the implementation of the Lagos Metropolitan Development and Governance Project (LMDGP). The goal of LMDGP is to increase sustainable access to basic urban services through investments in critical infrastructure in nine (9) slums communes of Lagos State. These Slum Communities are Agege, Ajegunle, Amukoko, Badia, Iwaya, Makoko, Ilaje, Bariga and Ijeshatedo/ Itire.
The Lagos Metropolitan Development and Governance Project intend to apply part of the proceeds of the credit to payments for the assignment/services described below:
For the basic urban service provided under the LMDGP to be sustained, it is critical processes that continue to build and sustain “ownership” of public infrastructure throughout the implementation period are facilitated. These processes must ensure the support of key stakeholders and minimize opposition, through promotion of dialogue and consensus building, so conflicts are proactively mitigated, and solutions wherein stakeholders under peer pressure to show tolerance and “adjust a little’ for the good of the community, begin to surface. The processes must catalyze broad based partnerships with virtually all citizens and institutions so that they can collaborate to play positive roles. But promotion of dialogue cannot be done in a vacuum – people must have access to information presented in a way that is appropriate for the target audience, otherwise meaningful participation is not possible, and the objectives of the communications and participation program will not be achieved.
The services to be provided, therefore, include among many others, promoting a culture of sustainability, ensuring effective inter-agency communication and building of stakeholders’ trust, buy-in and ownership of the project to positively affect the lives of the citizens.
The Lagos Metropolitan Development and Governance Project now invite eligible Individual Consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services through their Curriculum Vitae (Qualifications, description of similar assignments, experience in similar conditions etc)
The Individual Consultant is required to have minimum of a Masters degree Communications, Public Affairs, Journalism or other related Meld; plus a minimum of at least 7 years of relevant professional experience such as media relations, stakeholder engagement and public consultation. OR equivalent combination of education and experience with an in-depth knowledge of Lagos and development issues of slums in the metropolitan area, or some other comparable large city-region.
