Invitation for Pre-Qualification of Suitably Qualified Companies for Approved Projects of the Ministry Of Police Affairs on the 2012 Appropriation

 

1        Preamble:

In compliance with the provisions of procurement Act of 2007 in regard to government procurement of goods and services, the Ministry of Police Affairs wishes to pre-qualify companies suitable for execution of its projects in various areas specified hereunder:

 

2.        Project Areas:

2.1       Works: Lot 1

Category A:          Construction and Equipping of Central Forensic Laboratory Centre, Abuja Category

B:                Renovation of Police Barracks. Ikom Cross River State Category

C:                Construction/Provision of Police Stations/Barracks

 

 

2.2      Good and Services: Lot 2

Category A:          Development and Deployment of Nigeria Police Cyber

Crime Emergency Readiness Team

Category B:          WAN LAN configuration for 12 Zones and 30 Police Pay Office automated accounting package and software procurement

Category c:           Procurement of Security Equipment

Category D:          Purchase of computer laptops and other accessories.

 

 

2.3      Consultants: LOT3

Category A:          Performance Based Budgeting for Regional Workshop for Budget Office in MPA and Police Pay Officers in the 36 Commands.

Category B:          Advocacy awareness creation and Enlightenment campaign on Security, Anti-corruption and Servicom

Category C:          Registration, encoding and automated asset inventory management

Category D:          Development of National framework for Community Policing

 

 

Pre-Qualification Requirements

(i)                Valid Certificate of Incorporation/registration issued by Corporate Affairs Commission,

(ii)             Tax clearance Certificate for the last three years (2009, 2012 and 2011) showing annual turnover,

(iii)           Evidence of Certificate Exemption for PENCOM in accordance with the Pension reform Act 2004 including evidence of remittance of Employees Pension Contributions Deductions.

(iv)           Company audited accounts for the last three years (2009, 2010 and 2011) showing annual turnover.

(v)             Evidence of VAT Registration Certificate

(vi)           Company Profile including details of key officers with evidence of experience on similar jobs equipment/machinery (where applicable)

(vii)        Verifiable list of similar jobs successfully executed in the last three years, stating locations of projects contract sum including letters of award and completion,

(viii)      Evidence of financial capability to execute the projects (Bank Guarantee from reputable banks)

(ix)           Declaration that the company is not:

 

(a)     In receivership, or in any form of insolvency or bankruptcy Proceeding or the subject of any winding up petition proceeding: and

(b)     Having any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter of its company.

(a)    Evidence of payment of training Contributions to the Fund (Industrial Training Fund)

(b)     Evidence of compliance with the employee’s compensation Act which requires that all employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund.

 

(x)             Accompany the bid with an affidavit disclosing whether or not any officer   of the relevant committees of the Ministry of Police Affairs/Nigeria Police Force or Bureau of Public Procurement is a former or present Director. Shareholder or has any pecuniary interest in the bidder and:

(xi)           An affidavit that the information presented in the bid are correct in all particulars.

 

4.       Submission Pre-Qualification Documents

The Pre-qualification document should be enclosed in sealed envelopes marked “Pre-qualification Document” stating the “lot and category” at the top left corner of the envelope and addressed to:

Ministry of Police Affairs, Abuja

 

The submission should be dropped in the Tenders Box at the Ministry of Police Affairs, 11th Floor, Federal Secretariat Complex, Phase III, Shehu Shagari Way, Abuja. Submission opens on July 16th 2012 and closes on 27th August, 2012 at 11.00 am prompt.

 

 

5 Opening Of Pre-Qualification Documents

Pre-qualification documents will be opened at 12.00 hours on 27th August, 2012 at the Conference Room of Honourable Minister located at 10th Floor Federal Secretariat. Phase III, Shehu Shagari way, Abuja. Bidders or their representatives are by this advertisement advised to attend the bid opening.

 

6.       Special Notice

(i)      This publication is not an invitation to tender: only successful prequalified companies would be required to tender for the projects,

(ii)      Nothing in this advertisement shall be construed to be a commitment on the part of Ministry of Police Affairs to undertake the projects or entitle any bidder to make any claim(s) incurred in preparing pre-qualification documents.
