Expression of Interest for the Provision of Consultancy Services for Comprehensive Safety Audit of petroleum Tank Farms (Oil Storage and Transfer Deposits) in Lagos, Nigeria
1.0 Introduction:
The Nigerian Ports Authority (NPA) hereby invites reputable and competent local and international consultants with relevant experience to submit expression of interest documents for comprehensive safety audit of fifty (50Nos.) petroleum tank farms in Lagos, Nigeria.
2.0. Scope of Work
The scope of work includes, but not limited to the comprehensive safety audit of petroleum tank terminals in the Lagos area, bespoke training of Safety, Fire and Occupational Health personnel of the Authority in terminal safety audit amongst others.
3.0. Expression of Interest Requirements
For expression of interest, interested companies should submit the following documents:
A. Evidence of company registration with corporate Affairs Commission and
Articles of Association should be submitted.
B. Evidence of 3 years audited accounts (2009-2011).
C. Evidence of compliance with Pension Reform Act, 2004.
D. Evidence of membership/registration with relevant professional bodies,
E. Technical expertise and resume of key personnel to be involved in the project execution, including their working knowledge of English language.
F. Company’s general structure and organization, including the branch
dedicated to this project.
G. Evidence of not being in receivership.
H. Evidence of VAT registration and remittance.
I. Tax clearance certificate for the past three years (2009-2011). State Tax Identification Number (TIN).
J. Details of relevant verifiable experience of safety audit of petroleum tank farms in a third world country and/or Africa. Please attach copes of transaction documents including letters of award of contract, project completion certificates, etc. for at least 3 projects.
K. All relevant information concerning physical addresses, Telephone, fax, e- mail of the Company and its representative.
L. Evidence from the company’s Bankers as to its financial capacity/Bank Support to undertake the assignment if awarded.
M. For Joint Ventures (JVs), Memorandum of Understanding should be provided.
4.0. Submission of Expression of Interest Documents
The completed tenders must be in triplicate copies (one original and two duplicate), paginated, demarcated in sections, in sealed envelopes, addressed to “Secretary to the Tenders Board, Nigerian Ports Authority” and clearly marked: “Expression of Interest for the Provision of Consultancy Services for Comprehensive Safety Audit of Petroleum Tank Farms (Oil Storage and Transfer Depots) in Lagos, Nigeria”, specifying PUBLIC NOTICE number and dropped in the Tender Box located on the 2nd floor, Nigerian Ports Authority Corporate Headquarters, 26/28 Marina, Lagos not later than 11.00 am on Monday, 20th August, 2012. All tenders will be opened at 12.00 pm the same day in the Conference Room, N. P. A, Annex Building, No 1, Joseph Street, off Marina, Lagos in the presence of all bidders or their representatives.

This is an invitation for expression of interest; Response(s) to this invitation do not place any obligation on the Authority to consider any responding company for:
- Award of contract.
- Information of any resultant action.
- Acceptance of tender submission.
- Refund of costs incurred as a result of this EOI invitation or any subsequent requests for information from bidding companies.
- Late submission will not be entertained and only short-listed companies will be contacted.
